Perry, the Board voted to approve the Minutes of the Regular Meeting of February 10, 2022, all members having received copies. BILLS & CHECKS Approval of Bills and Checks paid in February 2022 REVOLVING FUND Check Numbers 18833 through 18888 689-C MANAGEMENT Check Number 2293 PARKER MANOR Check Number 2085 MRVP VOUCHER Check Numbers 4239 through 4242 SECTION 8 Check Numbers 19325 through 19346 BEDFORD STREET Check Number 1272 Upon a motion by Richard F. Perry and seconded by Weidong Wang, the Board voted to approve the Bills and Checks as presented for February 2022. Perry Weidong Wang Melinda Walker Mark McCullough Dick asked if Caileen could look into creating an Associate Member Position as a non- voting member of the Board. Caileen will reach out to the Town Clerk and DHCD and report back at the April meeting. 5. EXECUTIVE DIRECTOR'S REPORT A. LHA Financials We continue to be in good financial shape with healthy reserves. Copies of the Financials were not available for this meeting. B. Low Bid-Marino Construction Inc.-$1,023,799.00 Countryside Village Bathroom and Interior Door Project Eight bids were received. Marino Construction was the lowest responsible and responsive bidder. The Board had concerns about escalation provisions for fuel surcharges and construction material increase. Caileen will look into this. Upon a motion by Melinda Walker and seconded by Weidong Wang, the Board voted to approve Marino Construction as the low bidder for the Countryside Village Bathroom and Interior Door Project in the amount of$1,023,799.00. Perry Weidong Wang Melinda Walker Mark McCullough Caileen also updated the Board on the ModPHASE Project. There have been 2 Conservation Committee Meetings. The official Order of Conditions will be ready 3/21/22. C. Civil Rights Certification This annual form is submitted with the Agency Plan and signed by the Chairman. Upon a motion by Richard F. Perry and seconded by Weidong Wang, the Board voted to approve the Civil Rights Certification. Administrative Updates The Federal Program Coordinator Claudia is leaving LHA at the end of March. Caileen has posted the position and is also working with a temp agency. She has phone interviewed candidates and will now have a few come in person for the second interview. For the time being, the office staff is pitching in where needed. Caileen reminded the Board that the April meeting of 4/14/22 is also the Public Hearing for the Annual Plan and Agency Plan. It is also the Boards' Annual Meeting. Caileen also received a call from Katherine Roy, the Chair of the Affordable Housing Trust Study Committee of Lexington. The Town is in the process forming a Trust and asked for Caileen's input. 6.
