T N CLERK LEXINGTON MA Call to Order A meeting of the Lexington Housing Assistance Board (LexHAB)was called to order at 4:07 pm. LexHAB members present were Bob Burbidge (Chair), Lester Savage (Vice-Chair)Tara Mizrahi, Henry Liu, Gerry Howell, and Donna Leary. Bob Phelan was absent.Also present were Sarah Morrison (LexHAB Executive Director), Pearlene Varjabedian (LexHAB Housing Director), Regina Brown (Financial Administrator) Robert Pressman (Housing Partnership Board),Janina Goerstein, Lexington Resident, and Ann Lauren Eccles, Lexington Resident Minutes review of February 2,2022, Meeting A motion was made and seconded to approve February 2, 2022 meeting minutes and was approved by a roll call vote. Executive Director Update • New website launched and is live, requested photos of construction, ribbon cutting for website • Dana Home proposal submitted for bathroom accessibility renovation • CEL proposal due March 18: welcome baskets/tenant appreciation baskets with Town Resources and household goods from Lexington Businesses. Other needs for future funding: storage space/work space for supplies. Doug Lucente will ask about available Town resources for storage • Strategic planning task force Dates TBD in April/May-3-5 one hour sessions—members will be Lester Savage, Bill Kennedy, Donna Leary and Tara Mizrahi. • Maintenance of website required. Web Designer offers maintenance at$400 per year. Board approved funds for website maintenance. • Office: meeting space is now staff desk space. Will donate stackable chairs and screen. Sarah will contact Town. 116 Vine Street • Sarah and Lester met with Colin Smith, Architect to plan presentation to Town Meeting. Meeting is 3/28/22, recorded presentation due 3/4/22. Sarah will prepare slides and coordinate with Colin and Les for presentation. • Lester shared cost estimate completed by professional estimator at$5.65, includes 3%contingency • Tara highlighted that LexHAB does not receive typical 10%developer fee • Bob Burbidge and Doug Lucente noted need to return to CPA to revise funding request • Sarah will contact Metro West to discuss available resources for development assistance Preservation • Sarah will work with Bob P to prepare slide and presentation for Town Meeting to submit by 3/4/22. TOWN TASK FORCE Tara Mizrahi on Town Affordable Housing Task Force, researching options of establishing an Affordable Housing Trust or 501c3 organization dedicated to affordable housing— aim for proposal to the Select Board by June. • Trust/CDC/501c3 better able to leverage state funds for affordable housing development • Pearlene noted that waitlist for one bedroom units is longest. Need for one bedroom and accessible units LexRAP • LexRAP is interested in collaborating to help house refugees. Les will invite LexRAP to next meeting to discuss. Motion to Adjourn Open Session The Chair moved to adjourn the Open Session and go into Executive Session to discuss strategy with respect to litigation as an Open Meeting may have a detrimental effect on the litigating position of the LexHAB and to discuss tenant matters that if considered in Open Session might adversely affect privacy rights of individuals. The motion was seconded. The motion was approved unanimously by a roll call vote. The next meeting has been scheduled for Wednesday,April 6, 2022 @ 4:00pm via Zoom.
