Call to Order
Mr. Lamb called this Remote (Virtual) Meeting, which had been posted as such, to order at
7:03 P.M. As the Committee members present had been previously advised of the special
conditions of this meeting, he passed on repeating them (i.e., the authority to not require a
physical presence of a quorum and other selected terms under the Open Meeting Law in
legislation signed on June 16th of this year by Massachusetts Governor Charles D. Baker).
Mr. Lamb advised that materials provided electronically to the Committee or presented at the
meeting, would be available upon request and are those listed in the Minutes as Documents
Presented. Any votes during this meeting would be taken by a roll call. Further, this meeting
would be recorded to assist in preparing Minutes, and the recording would be deleted once
the Minutes are approved.
Mr. Lamb announced that this meeting will be addressing this ATM's Article 12(a) and
primarily a discussion with Mr. Daggett regarding the Amendment he proposes. Mr. Lamb
completed a roll-call attendance, determining that six members were present. Mr. Lamb
invited Mr. Daggett to explain his reasons for his Amendment.
Mr. Daggett's Proposed Amendment to Article 12(a)
Including discussion with Committee members, Mr. Daggett explained first that the previous
actions, which started about five years ago and addressed many aspects of the zoning
applicable to Hartwell Avenue, but for unknown reasons never finished the work to
accomplish that formal identification of it being a Hartwell Innovation Park instead of its
current identification of a District. Therefore, he is opposed to creating, at this time, any
signage which uses that title to brand that area. Several members said they saw a benefit of
doing the branding notwithstanding the lack of the formal naming.

A member raised that there was no reduction proposed to the appropriation even though the
scope was being proposed to eliminate the branding signage. Mr. Daggett reaffirmed
explanation that he didn't reduce the amount as he was unable to get from Town staff a
breakdown of the expected costs for the branding signage and for the safety signage. (It was
understood that any unused funds would be released.) Mr. Kanter raised that after his recent
reading of an independent "Road Safety Audit of Bedford Street and Hartwell Avenue", the
extent of what improvements were identified suggested to him that the Safety Signage alone
may well need more of the funding than previously thought.
A Motion was made and seconded to support Mr. Daggett's Amendment.
Roll-Call Vote: 2-4 (Mr. Kanter and Mr. Lamb voted Yes; Ms. Beebee, Mr. Cole, Mr. Smith,
and Mr. Boudett voted No).

A Motion was made and seconded at 7:20 P.M. to adjourn. Roll-Call Vote: 6-0
