The meeting was opened in the office of the Town Accountant at 8:00 P.1M1. , by Chairman Lewis L. Hoyt, with the following members in attendance : Lewis L. Hoyt, Chairman Ronald D. Brown Michael J. Hankins J. riilton Brom Thacher Jenney Fred C. Newhall Jasper A. Lane Harvey F. Winlock Raymond L. "bite, Town Accountant Chairman Lewis L. HoT,t brought up the quest-on of the Parkins; Area, and for a few minutes there was a ;eneral discussion as to the parcel of property affected by this Parking Area, and whether the properties could be purchased or taken by eminent domain. Properties to be affected by Parking Area are : Hunt House McKay ) Clow Nouse ) Waltham Leary House ) Lyons House ) House - in rear ) Nouse - on street ) Muzzey George Smith Rose ) Leary ) Bank Property Lyons Property The next item discussed was the letter received from the Board of Selectmen wherein they stated that they had voted to request the h oderator to appoint a ^ommi ttee to obtain plans and specifications relative to the Proposed Locker Building for the Center Playground, and that the sum of ;600.00 be appropriated for same. The Members were in favor of going along with the Selectmen' s request. The next letter from the Selectmen pertained to the bulldozer which order has been cancelled. It gives the Superintendent of "'ebli c orks authorization to cancel this order which was placed in 1945. In this same letter, the Board further voted to recommend to the Town Meeting that the Road Mach' nery Account be increased from (26,000.00 to ?32,000.00; the 16,000.00 additional to be tr=ansferred from the Excess and Deficiency Account. Nothing was done on this as it was decided to get the complete story from the Board of Selectmen at the joint meeting later on this evening. The next letter read by Chairman Hoyt was the letter requesting the Appropriation Committee to mail the Report of the Committee on Parkin- Facia ties with the Ap- propriation Committee Report. There was a general discussion with regards to this , and finally Ronald D. Brorn made the following su ;esti_on: That a Rubber Stamp rith the following be put on the Report : "This report is distributed through the courtesy of the Appropriation Committee and does not necessar+ ly reflect its sentiments. " If any other reports are to be included in the Appropriation Committee Report, they must be marked in ac- cordance with the Rubber Stamp. The next item discussed concerned the Town Counsel, Mr. Lynch, who advised this Committee as to the law on land Purchase. Mr. Lynch stated that he was sorry that he mis- informed this Committee , but upon further cher'-ing the law, he found that that particular section referred to in his prev, lus letter applied only to Cities and not to Towns. It was stated that Mr. Tropeano was disturbed about the value approved by this Committee. As regards the Mulliken and Russell property, the price stated by the School Comm' ttee was about right; 35,000.00 for the Russell, and 35,50°.00 for the Mulliken property. It is further understood that the Ryders have reduced to writing the statement that they will sell the land requested on Waltham Street which amounts to approximai-ely 14 acres for X1,200.00 an acre. If, - however, when the proposed street is put through this property, they are to be further assessed, the price for this property will then be S'1,500.00 an acre. At 9 :10 P.M. , This Committee rent downstairs and met with the Board of Selectmen. Chairman Lewis L. Hoyt asked about the Road Machinery Ac^punt being increased from 126,000.00 to $32,000.00. The Selectmen stated that the reason for this is that the bull- dozer has been cancelled, and the 86,000.00 for tl^i..s item will go back to the Thi_ghway Road Machinery Fund at the end of 1946, and they vould like the ;136,000.00 in the apurop ri ati on this year in order that they can buy the necessary equipment. They stated that the Superintendent of Public forks felt that a truck would be more suitable now than the bulldozer. Mr. Hoyt also asked about the Locker Building at the Center Playground, and the $600.00 for plans and specifi- chti_ons etc. There was some- question whether this item would come before the Town Meet 7 ng, but the Selectmen stated they thought that the Committee could be appointed under Article 2, and the 1600.00 could be provided under Article 26. They felt that the wording of this Article was broad enough to take care of it. The next item that Chairman LTo,rt discussed with the Board of Selectmen was with regards to the insertion of the Parking Committee' s Report with the Appropr' ation Committee Report. He stated that the Appropriation Com- mittee will not allow this report, or any report, to be sent out with their Report unless first - it is either printed or stamped as follows : "This report is distributed thronmh the courtesy of the Appropriation Committee and does not necessarily reflect its sentiments. " Second - the report must be of such a size that it will readily fit our Annronriati on Committee envelope. Third - it must be folded for insertion. Fourth - it must be submitted in sufficient time so that it will not delay the sending of the Anpropriati.on Committee Report. Further discussion was had relative to the Parking nro ie ct, and i,t was stated by the Selectmen that the figure is the same, and that they- are planning to recommend that • ;;6,000.00 be provided; $9/000.00 of which is to be on a bond issue, and the balance to be transferred from the Excess and Deficiency Account. The Secretary of the Appro- priation Committee was asked to check with the Division of Accounts to see if $50,000.00 could be bonded for this type of project, and he is to report at the next meeting. At 9:50 P.M. , the Appropriation Co"mi.ttee reconvened in the Town Accountant' s office. The request of the Board of Selectmen for .,;600.00 for plans and specifications for the proposed -- ocker Building at the Center Playground was appr:wved. A motion was made, secon '.e0 and voted to approve the sum of t600.00. Such sum is to be provided by direct ap- propriation, and is to be included in the tax rate. The Secretary was also instructed to write the Board of Selectmen stating that they had approved the X600.00, and that such sum is to be provided by direct appropriat' on. Chairman Hoyt aske1 the Committee betreen now and next Monday evening to give a little thought regarding the Parking Area; also Article 64 of the Town Tarrant which is to recommend that the F chool Committee be increased from three to five . The majority of this Committee was in favor of increasing the School Committee members from three to five as they felt that the amount of money involved in the School Depart-ent warranted a larger Commttee.
