The meeting was opened in the office of the Superintendent of Public works at 8:00 P.M. , by Chairman Lewis T . Hoyt, With the following members in attendance : Lewis L. royt, Chairman Jasper A. Lane Harvey P. `"?inlock Michael J. T'opkins C-eorge Thacher Jenney Ronald D. Brown Fred C. TTewhall J. Milton Brown Raymond L. Mice, Torn Accountant This is to he a point meeting with the Board of Selectmen for the purpose of once again going over the Budgets. In the meantime the Preamble was read and corrected. At 8:40 P.TT. , the Appropriation Committee was invited to meet ri th the Board of Selectmen. The Secretary of the Aporonriat' on Committee read fi -° ares available, nertai n7 nc, to the tax rate, which amm'nted to a 38.20 rate. In this calculation, '4.20 was the estimated amount for State Tax and Estimated Receipts. There -as some aue^tion with regards to the State Tax, and the Secretary stated that this is only an estimate and posslhly the case rill be that i_t will really amount to about 11.50 on the tax rate. This would make a tax rate of ';35.70. °;r. Rowse, a member of the Boy rd of Selectmen, suggested that the first thin ; that sh-'uld be done is to go over the T»dgets to see ,'here e could cut down the tax rate. The first Budget reconsidered was Town offices 9- Cary Memorial '?azi..ldi n - Expenses. The f,';30r,.0o requested for curtains in the Selectmen's Room was eliminated. The Budget was reduced from $3,000.00 to $7,700.00. This was previously approved by the Aporonriati on Committee on January 21, 1946 for ;;8,000.00. 17 A motion was made, seconded and voted to approve this Budget in the sum )f ,;7,700.00. Police Department - Personal Services. There was a general discussion on this Budget and It was finally decided that the item for two adi.ti.on-1 patrolmen from April first ariounting to ' 3,117.00 could be cut to : 2, 117.00 as the feeling of the Board was that the additional men w'uld not be put on until later in the summer. This changes the Budget from 45, g37.50 to L14, 37.50. This Budget was previously ap- proved by the "nnronri_a tion- Com_mittee on January 21, 1946. A motion was made , seconded and voted to approve this 'Budget In the sum of -. 44, 637.50. Shade Trees - "ages R- Expenses. The item for eradica- tion of Poison Ivy of 60n.00 was eliminated, and the : ,400.00 was deducted from the T.ahor item making the revised Bud'et ' 1.,90''.00 instead of $2, 900.00. This Budget was previously approved. Try the Apnronriation Committee on January 21, 1946 for 2,900.00. A motion was made, seconded and voted to approve this Budget in the amount of ';1,900.00. Sewer Services . `-I''-i.s Budget was reduced from 5;12,000.00 to `, 6,000.00. This ras previously approved by the Appropriation Committee on January 7, 1946 for :;12,000.00. A motion was made, seconded and voted to approve this Budget in the sum of X6,000.00. Such amount to be transferred from Excess and Deficiency. Dumps and Ashes - Capi tf: 1 Outlay. The item for coveri nn, the Bedford Street Dump of 30.00 was eliminated. This Budget was previously approved by the Appropriation Com- mittee on January 21, 1946 for X480.00. A motion was made, seconded and voted that this Budget be disapproved. -ubli_c works Tui 1d' ng - Canital lutlay. The item for X8,640.00 for the purchase and installation of a chain �.n1r fence was disapproved. This Budget was previously ap- proved by the Appropriation Committee on January 21, 1946. A motion was made, seconded and voted that this BudTet be eliminated. Uighway Maintenance - Wages Expenses . This entire Budget vas reduced to 33E3,000.00. It was previously approved on January 21, 1946 for $42,000.00. A moti ,n vas made, seconded and voted that this Bud-et be ap-roved in the sum of X38,000.00. This Pu,d,;et was previously en,r:oved by the Appropriation Comm' ttee on January 7, 1946 for "29,411.50. A motion was made, secondee and voted that this Bidet be aprroved for ` 25,660.00. '.`Tater Construction - Sundry Streets - El•m.7nation of Dead Ends. This vas reduced to •10,000.00. This Budget was prev' .oi sly approved on January 20, 1046 for ?20,000.00. A motion vas made, seconded and voted that this Rud^,e t be approved in the sum of ;°;10,000.00. Sever ,fiain' enance - war-es Expenses. This Budget was reduced to ;4,830.00 (e redact" on of ;1500.00) . This Bud at was previously ennroved by the Appropriation Commi ftee on January 7, 1946 for ".5,330.00. A motion vas made, seconded and voted that this Bud e t be approved in the sum of :34,830.00. ?Tt.7hr1ay Department - Road *°ach eery Account - Can' t^1 9»tlay. This entire Budc et seas reduced . 4,000.00 mak _ng the total amount ''26,000.00. This was previously approved by the Appropriation Comrn_i ttee on February 4, 1946 for )30,000.00. A motion ,-as made, seconded and voted that this Budget be approved in the sum of ¶26,000.00. Article 41 : The Selectmen stated that the amount rervuested unl.er thi s ..rticle was 600.00; the cost of appraising the Torn Buildin',s . This ;:600.00 is to be taken from the Tax Rate. Article 46: The purchase of Stevens ' sand pit. Pmount rer'3ested is 5,000.00, and it 1"P' decided that this sum be transferred from the Excess and Def' c:i oncy Account. Articles 58, 59 and 60: Landtakings for the School Deps rtn'ent. 'r. TTovt state that these Articles could be reduced as he underst ) od the law to be that on the purchase of land, the averame assessed valuation for three years, plus 256" is in accordance with the law, and this would reduce the f"-�••"res requested for this purpose. The amount required for these landtakings in all cases would be taken from Excess and Def c' ency. - 14 -2-icz,f4to Article 62 : For preliminary plans and estimates for construction of a ner LTi 'h. School Building. 4,000.00 is necessary, and such amount is to be transferred from the Excess and Deficiency Account. Article 63 : Under th° s Article 31,500.00 is requested for preliminary plans and estimates for a new Elementary Scho a. This sum is to be provied from the Excess and Deficiency Account. There ,: as further discussion by the Board of Select- men anrthe Appropriation Committee and it was finally decided that an additional 015,000.00 be taken `ro' the '"'== ter Depart- ment Available Surplus Fund to apply against Maturin^; Debt, and 7:;500000.00 from Excess and Deficiency to be used by the Assessors 4n the reduction of the Tax Rate.
