The meeting was opened in the office of the Town
Accountant at 7 :40 P. F. , by Chairman Lewis a . Hoyt, with the
followin7 members in attendance :

Minutes of the Meeting of December 10, 1945.
The minutes of the meetsng of December 10, 1945
having been mailed to each member - were approved by the
Committee.
Chairman Lewis L. Hoyt stated that there was to
be a special Town Meeting on the 28th of December, 1945.
He read the Appro,lri_ation Report written for the Town Meeting
members as regards the special Town Meeting. The amount to
be asked for Snow Removal- is not known, but the Secret ry
feels that the sum of )10,000.00 should be appropriated,
and "';`.500.00 appropriated for Public V.elfare.
A- motion was made, seconded and voted that the
sums of $10, 000.00 for Snow Removal and X500.00 for Old Age
Assistance be approved and transferred from the Excess and
Deficiency Account.
At 7:55 P.''. , the School Committee was admitted
to this meeting. Members present were Ruth Morey, Tracy
Ames, L. 'Webster Thomas and Thomas S. Grindle, Superintendent
of Schools.
r"r. Ames started to discuss the Personal Servi ces
Budget. Fe stated that there was about a l2increase in
same.

The entire amount asked for this year is
` 225,125.21 against 1200,333.57 last year. The increase
is accounted for as follows :
Salary increases $7,245.45. Five additional
teachers were engarred last September 1, 1945. These were
one Guidance Man, one Physical Education teacher for the
Element :ry Schools, one extra teacher for Junior F.igh,
and two extra teachers for the Elementary Schools . The
amount required was 6,6,500.00. Two more additional teachers
are to be hired as of September 1, 1946 requiring $1,530.00;
one is for the uI gh School, and one for the Elementary.
There are approximately forty teachers not at
maimum. The amount required for them is `;14,500.00. There
are five teachers not yet back from the Armed Service. The
amount necessary for them is t5, 100.00 .
This year the School is asking for a full-time
painter at 11,800.00. T'--i_s is an increase over the amount
asked :"or last year in the Budget for a part-time painter.
There is a new salary schedule on Professional
'study amounting to ``31975.00; Extra Coach ng amounts to
:300.00. Mr. Ames stated they wanted to do a bit more
coaching in the Junior and Senior High School.
Increases for Janitors - .288.00. There is an
increase in most all of the salaries. A new salary schedule
has been set up for them which becomes effective as of
April 1, 1946. Some of the changes in the Schedule are as
follows :
Roland N. Hayes - $35.65 to $37.00
Thomas Ryan, Jr. 40.25 to 41.00
Kenealy 34.50 to 36.00
Thomas Sullivan (To remain at $40.00)
Thomas Cavanaugh 36.80 to 38.00
A. Bacigalupo 34.50 to 35.00
Arthur Lee 36 .80 to 38.00
Mr. Ames stated that the ma-imum set for a
Maintenance Van was 150.00 per week; Head Janitor, X45.00;
Assistant Janitor ''37.00; Fireman, ; 41.00: and Elementary
School Janitors, '40.00.
Under Maintenance Employees ; Mr. Ames said that
they needed a full-time man . At present ArtHur Linfield
spends one-half his time as Janitor, and one-half his time
under Maintenance. M)thi.na; further on this Buiget, re proceeded

to discuss the School Maintenance Expenses Budget.
Textbooks - Nigh and Elementary; This figure is
up a little over last year' s. Supplies - High School; This
is increased by ' 500.00 to provide for some new typewriters,
and business machines, as set forth in the Explanation Sheet.
Gas : This figure has increased considerably over last year' s
due to the installation of a gas heater which is used to
serve the lunchroom and showers.
Mr. Ames stated that according to figures available,
Lexington has grown 33.78 in the last ten years, and at least
one new Elementary School and one Senior Hi._,h School is
needed. Chairman uoyt asked Mr. Ames if there was anything
further on the Russell property. Mr. Ames said that they
expect to have a separate article in the Warrant to acquire
the Russell property either by purchase or eminent domain.
Chairman Hoyt asked Mr. Ames about the Kindergarten. Mr. Ames
stated that he was quite sure there would be so -ething on
this, and the Committee on the Kindergarten would report at
the next Annual Meeting. At tris point Yr. Ames left to
keep an appointment with the Board of Selectmen, and
Thomas spoke about the new Bill which he understands is
to be placed on the ballot of the next Town Election which is
the equalization of teachers ' salaries for men and women.
Another item which has given the School Committee some concern
is the Sprinkler System in the School buildings.
In the past few reeks two sprinkler heads have let
go, and caused' some damage. The bells outside the school
buildings ring, but the Fire Department is not notified
soon enough to be of any real use. What the School Committee
would hire to do - and they intend to put an article in the
Warrant - is to connect the n.larms of the Sprinkler System
in the School Buildings to the Fire House. In case of any
trouble, there i=oi'ld be no delay.
Another item discussed was the State Department
of Vocational Fducat`on Handicraft Work. This is an adult
education program which would be conducted nights. In order
to have such a Project, it must be accepted by a vote of the
Town at an Annual Election.
The School Committee left this meeting at 9 :30 P.M.
At 9:35 P.M. , the Tibrary Committee consisting of
Harold Handley, Douglas Brayton, F. "ebster Thom-s, and
Ralph Nason, Librarian, entered this meeting. The first
budget considered was the Cary Library - Personal Services.
It was stated that I. Melanson w:i.11be back in
May of 1946, and there will be a difference in her salary
over the Military Substitute which accounts for some of the
increase in the Personal Services Budget.
Cary Library - Expenses : Books - up 1300.00 due
to the additional cost of Books; Fuel, up "25.00 over last
year' s budget; li -ht, up "150.00 over last year' s request.
The reason for some of this increase is due to the fact that
the Library is staying oven one hour longer each night.
Repairs have been increased in this year' s budget approximately
`1,000.00. This figure is made up as follows : repairing tiles
on roof of main Library. ' 100.00; painting of East Lexington
Branch Library, "'780.00; Repairs to plumbing which includes
new water piping in building, ;420.00.
Chairman Hoyt asked Mr. Thomas if there was any-
t' i ng to be said with regards to new plans for the Library
proiect tris veer. Mr. Thomas said they intend to have an
article in the `'arrant. They have plans for the Library
needs for the fT'�-ure, and the Committee has been meeting
regularly and have visited fifteen or twenty libraries. He
said that if re build a new Library, the cost would be
about '200,000.00, but if re remodel and enlarge the present
Library, the cost would be approximately ;)95,000.00.
Mr. Thomas stated that they intend to have an article in the
Warrant requesting money for the completion of plans and
remodeling. and enlar'i ng the present Library. This will be
in the nei.ghborho od of '100, 000.00. -)thing further to be
discussed, the Li.br'ry Co_rrmi_ttee left at 10:30 P.M.
Mr. Lewis L. Hoyt left this meeting to go down to
the Board of Selectmen to f° nd out what they had done about
the request for transfers from the Reserve Fund for the
Selectmen' s Depart»•ent - Expenses, and any other °. tems.
T. r. Hoyt returned and stated that the Selectmen' s Department
were requesting d174.27 to be transferred from the Reserve
Fund to the Selectmen ' s Department - Expense Account . Part
of t'-is }174.27 is for the expense of the Town Meeting.
A motion was made, seconded and voted that the sum
of ` 174.27 be transferred from the Reserve Fund to the
Selectmen ' s Department - Expense Account.
The Board of Selectmen are also requesti-n-; that
the sum of 13.10 be transferred from the Reserve Fund to the
Sealer of -eights Ar measures - Expense Account for the pay-
ment of serer drivers purchased by the Sealer.
A motion was made, seconded and voted that the sum

• of $3.10 be transferred from the Reserve Fund to the Weights
& Measures - Expense Account.
Chairman Hoyt said that the next meeting of the
Appropriation Committee would be on the evening of
December 28, 1945 immediately after the Special Town Meeting,
at which time h'r. James Carroll is to be invited to discuss-
his Budgets. Chairman Hoyt stated that the Chief of Police,
Yr. John J. Garrity and '?r. John Lyons, of the Public Welfare
Department, are the remaining ones to appear before this
Committee to discuss their Budgets.
