HELD AT THE TOWN OFFICE B' ILDING, MONDAY

The meeting was opened in the office of the Town
Accountant at 7:40 P.M. , by Chairman Lewis L. Hoyt, with the
following members in attendance :

Minutes of the Meeting of November 26, 1945.
The minutes of the meeting of November 26, 1945 -
having been mailed to each member - were approved by the
Committee .
Chairman Lewis L. Hoyt said that he had been giving
a little thou-ht to salaries since the last meeting, and had
prepared a letter vrhich he thought vnuld be good to send to
the Board of Selectmen at this time. The letter is as
follows :
'The following is an informative statement, and
is not a recommendation of the Appropriation Committee :
Schools : - Have their Twn salary schedule which is
largely governed by the program submitted and approved by
Town Meeting.
T_ibraries : - Have a new salary schedule which was
incorporated in their budget last year, and approved by
Torn Meeting.
Fire and Police: - They obtained a new schedule last
year and there are no increases in either except in the
case of a Military Substitute.
"Department Heads : - There are no Department Heads that
rate or are scheduled for increases.
Public works Department : - The present hourly rates
seem sufficient, together with the amount of overtime they
can put in.
Senior Clerks : - There are three Senior Clerks not
getting present top of 331.05. They ret 327.00. We think
a $2.00 increase for these three would be well.
Junior Clerks : - There are fii-e Junior Clerks not
getting; the $25.30 top. For these re think a -31.00
increase is proper.
All '_gull Time employees are now paid in
excess of the previous salary schedule."
The Appropriation Committee, while waiting for
Colonel Barry, started to go ever some of the Budgets. The
first budget considered was the Fire Department Personal
Services - total amount of $49,163.50.
A motion was made, seconded and voted that this
budget be approved in the sum of $49,163.50.
The Committee then started on the Fire Department -
Expenses Account, but no action was taken as Colonel Barry
arrived at this meeting at 8:30 P.M.
The first budget d!scussed by Colonel Barry was
Highway Road Machinery Account - Capital Outlay. This budget
includes all new equipment; power shovel to be 1/2 cubic
yard capacity; trailer - this is requested to use for loading
the shovel, tractor and so forth from one place to another;
the two 3 1/2 ton trucks which the Selectmen have requested
are to be added to this budget. They are of the "Internationale'
make. Colonel Barry stated that only one passenger car is
available now for the Department of Public Works.
The present snow storm has cost, up to 5 :00 P.M.
this evening, 33,490.50. The new snow loader Purchased by
the Town loads a ten cubic yard body truck in three-quarters
of a minute. Colonel Barry said that during snow storms the
Torn is divided into twelve districts, and in each district
two trucks are needed which means 24 trucks are needed to take
care of each snow storm.

The new tractor asked for in this budget is to
replace the present sidewalk tractor now in use.
Public works - Superintendent ' s Ofcice - Personal
Services. Colonel Bary suggests that this budget be taken
up with the Board of Selectmen. The Assistant Superintendent
Is a youngster rho rill go out on the job and finally be able
to take over the iob of Superintendent of Public Works. There
is a need for a Chief Clerk in the Superintendent's office
besides the three girls . Colonel Barry said they need someone
rho has had administration experience. He states that the
filing of the present girls is atrocious . He intends to take
one of the present clerks and divide her time up between the
Water and Serer Department.
Public works - Superintendent 's Office - Expenses.
Included in the item of Office Equipment and Repair is J225.00
for a new Adding Machine.
Town Offices and Cary Memorial IPuilding - Personal
Services. This Is the same as last year.
Town Offices and Cary Memorial Building - Expenses.
Colonel Barry stated that a great deal of painting is needed
in the Cary Memorial Hall. The amount asked for in Sundry
Items is to take care of the fireproofing of the curtains.
The 300.00 in the budget for curtains is for the Selectmen' s
Room and was requested by the Board of Selectmen.
Serer Maintenance - Personal Services. The clerk
figured in this budget is the present clerk, Alice Corbett.
Sewer Maintenance - —ages and Expenses. The amount
asked for under Equipment and Repair is to repair the present
sewer machine. Equipment Rental - for the use of Town trucks
on sewer jobs. Pumping' Station - 500.00 requested is to
provide for a new floor, as the present floor is completely
gone. Colonel Barry stated that the auxiliary gas motor in
the Pumping Station should be gone over. Pipe and Fittings -
at present the Town is running out of materials needed for
repairs, and this ammnt is to replenish same.
Sewer Maintenance - Services - amount requested -
ft3,500.00. Colonel Barry st-ted that the Town gets this
money back as the owners pay all the charges. If the Town
builds the Manor serer, there will probably be 244 house
connections at an estimated cost of M.00 each.
Serer Construction - Sundry Streets. This is the
Manor sewer system figured by the Town Vnoineer r. year ago.

The price figured then for- this wprk was $139,000.00; and there
is a possible 20% increase, which would mean that this fugure
should be increased by $17,800.00 800.00 making a total of $166,800.00.
6t This budget will have to be changed to this amount. Also an
Ititem of $6,000.00 is to be included to take care of the sewer
extensions in the Town. On these new serer mains, the abutters
pay one-half the cost.
Colonel Barry stated that already- he has had a
meeting of the members in the Manor section, and a committee
has been formed of the Manor people. After January 1, 1946,
petitions are 7oing to be taken out and the Committee is to
get the signatures of the abutters.
T rai_n Construction. Colonel Barry said - that the
informaton sheet said drainage should be changed. He has
figured the budget for doing same, but as he said, "Let ypur
conscience be your guide, Gentlemen."
• Garbage Collection. Colonel Barry has nothing to
say on this budget as it is under contract.
Care of Dumps and Removal of Ashes. - This budget
includes the salary of the man at the Dump now, and the cost

Highway Maintenance - Personal Services. The amount
asked for for a clerk in this budget is to take care of the
girl at the switchboard in the Selectmen's Office to April 1,
1946. This is as per request of the Board of Selectmen.
Highway Maintenance - Wages and Expenses. The
amount asked for' labor is divided up as follows: cleaning
roads, 77,000.00, ' repairs to' pavements, 1500.00, repairs
to road shoulders, $2,500.00,500.00, cutting rush-along side of
roads,' �1,500.00, - patch_ing roads, 16,000.00; cleaning catch
basins; .d!i1- 500.00; cleaning drains, 4500.00, cleaning out
brooks, - >;p1,000.00, and miscellaneous work under draf_nage,
300.00. Rental of private equipment. This ; 300.00 is for
the rental of a trailer to carry equipment around to dif-
ferent locations. Sundry Items - includes kerosene and oil
to be used around brooks at an estimate of 75.00, and repairing
guard rt' is and fence maintenance at an estimated cost of
350.00, loaning and seeding, $500.00.
Highway Construction - Chapter 90. Amount requested
is to take care of Grove Street. If this- is approved at the
Town Meeting, the State will pay one-half, County one-quarter
and the Town one-quarter.
Highway Maintenance - Chapter 90. The usual
;'1,000.00 is requested to do maintenance work on Chapter 90
roads.
Highway Department - Road Machinery Account. Parts
and repairs _ 3, 100.00. Colonel Barry stated that if we do
not get new equipment asked for in the Capital Outlay Budget,
this figure should be increased to over `,5,000.00.
Snow Removal. This storm has cost us $3,490.50.
Traffic Regulation and Control. No discussion on
this budget.
Street s.i_ghts. This budget was changed this
evening by Colonel Barry as he stated that the Board of Select-
men asked to include in this budget Sufficient money for all
night lighting. Colonel Barry stated that the cost has been
increased somewhat due to several new Tights being installed.
Street Signs. Colonel Barry said that a number
of the signs are missing. The old wooden signs have faded

Insurance : Fire insurance on buildings of $2,900 .00.
Colonel Barry said that this iterris to be changed. There
Is to be an Increase of $3,50C.00, making a total of $6,400.00
for fire insurance on buildings. This is due to the appraisal
of present buildings at the present inflated costs.
water maintenance - Personal Services. The amount
requested for a Tunior Clerk in this budget is for Ruth Vauhn,
and the Senor Clerk is Alice Corbett. Three-quarters of
her time is charged to f'is budget.
Water Maintenance - Wages and Expenses. There is
a difference over last year in the labor item; a meter repair
man has been added in this year' s budget.
Water Maintenance - Capital Outlay. There is an
amount In here to take care of the water standpipe which
was erected in the year 1934. This tank should be either
painted, or through the process of electricity, the rust and
sediment should be removed. Colonel Barry stated that a
number of towns have had this installation in the tanks against
corrosion, and it has proved very satisfact-)ry. The last pito-
meter survey had by the Town was in 1932, and Colonel Barry
thinks that another one should be had now. This survey includes
the chartin- of different sections of the town, and with this
pitometer leaks in the water system will be discovered.
Colonel Barry stated that no doubt there is tremendous leakage
in the rater system.
