The meeting *as opened in the office of the Toi:'n Acc untant at 7:30 P.M. , by Chairman Lewis L. Hoyt, with the following members 5.n attendance : Lewis L. Hoyt, Chairman Fred C . Newhall Harvey F. Winlock Ronald D. Brown George M. Hynes Thacher Jenney Vii, chael J. Hopkins J. Milton Frown Jasper A. Lane Raymond L. White, Town Accountant. Minutes of the Meeting of November 19, 1945. The minutes of the meeting of November 19, 1945 - having been mailed to each member - were approved by the Committee. Chairman Lewis L. Hoyt first spoke about wanting to pet the Committee 's idea about the salary and wage situation for the coming year. The present salary schedule was looked over and there are three Sen- or Clerks not at the maximum of 131.05 paid to other Senior Clerks in the Torn Office Building, and also five Junior Clerks who are not receiving the "25.31 paid other Junior Clerks. At 8:00 P.M. The- Board of Fire Engineers and the Deruty Chief, Ray Cook, were admitted to this meeting. The Engineers present were Alan Adams, George Emery and Thomas J. Donnelly, Jr. George Emery first stated that previous to the year 1944 there were always two permanent firemen on the . Ambulance, but durin^; the years 1944 and 1945 it was necessary that the- second man on the Ambi1l"nce be a Call Fireman. For that service the Call Fireman received no compensation. Mr. Emery statel that one Call Fireman had made eighty Ambulance trips during the year 1944 and one-half the year 1945. This particular person spoke to the Board of Fire Engineers about some compensat'on, and the Board feels that he should receive something in the way of renumera- tion. George Emery has reason to believe that this person would be satisfied if he received : 100.00 v:aich would make' a very small amount per trip.' The Board of Fire Engineers, before doing anything on this, ranted to let the Appropriation Committee know, and George Emery is - oing to see the Board of Selectmen with regards to this matter later on this evening. Yr. Emery further stated that they had sufficient money in this present Budget to take care of this if it was all right with tl^R s Committee . The members of this Coms1' ttee agreed to the ` 100.00, but the matter rests entirely w' th the Board of Selectmen. If the Board of Selectmen approves same, the Secre,tary of this Committee will see that this person is compensated when a proper voucher is issued. Fire Department - Personal Services George Emery stated that rith their Budget for 1946 there was an explanation sheet as to their requests. To date this Committee has not received this sheet from the Board of Selectmen. Mr. Emery said that the following changes have been made in the 1946 Budget: Privates - In the amount of $27,796.00, $2,555.00 is i_ncludeca' 'or a permanent member of the Department now in the U. S. Navy (Walter Spellman). Also, one private is not at the ma imam pay and about the middle of February 1946, his pay -1.11 be increased 75$/ a day. All other privates are at the maximum of .'37.00 per day. Call Firemen - '3,300.00 is figured for twenty Call Firemen at $15750 per year, and X300.00 for Mutual Ai_d,making a tote]. of t3,3OO.00. Mutual Aid 'ncludes VTaltham, Arli_neton; * the call men responding to those fires are paid separately. Fire Department - Expenses Postage and Supplies - ' 20.00 higher than last yearts request. Fire Fighting Equipment - .;100.00 higher. Sundry Items - 225.00 greater then last year. Lunches - 1'325.00 greater. Photographic Expense - 010.00 higher than last year. These are the only changes over last year' s Budget. Fire Dep '.rtment - Capital Ex enditures The first item - Truck Chassis and Equipment and Material for Body - is the same Truck they Wanted Me -Equipment ana Material item has been inc7-eased 5200.00 due to the estimated increase in steel, et cetera. The Two - Tay Radio Set - $325.00 - is the same item asked for fn 1945 which was disapproved. They would like to put this Set on the new ladder truck as Roy Cook thinks it will give better protection in case of multiple fires at one time. Cost and Expenses incidental to completion and operation of new Fire Ytafions. ' The W,060.00,060.60 nc u ers- the cost for water, light, power, telephone, serer, fill, lamming, seeding, landsca'ing, flagpole, furniture for' seven bedrooms, Chiefs room, common room, signal room.. desk, and new fire alarm equipment, and kitchen accessories. Ambulance Maintenance 150.00. This Budget Is the same as last year. Forest Fires - Personal Services ` 50.00. This Budget is the same as last year. Forest Fires - Ta-es and Expenses $500.00 - same amount as last year. George Emery was surprised that this Committee did not cuest4on the $925.00 asked for hose in the Budget for 1946. Roy Cook stated that he had purchased 500 feet of 2 1/2" and 1,500 feet of 1 1/2" hose this year, and expects to purchase the same amount in 1946. On June 10, 1945 the Fire Department had 6,750 feet of 2 1/2" hose - of th ch 2,550 feet was treated hose which was purchased starting with the year 1937. 4,200 feet of non - treated hose was purchased during the years 1927 - 1937; 6,700 feet of 1 1/2" hose of which 1,850 feet was treated, vas purchased during the years 1938 - 1941, and 4,850 feet of non - treated hose purchased during .the years 1929 - 1938. li /ZJ.0 4 George Emery stated that last year this Committee wanted to cut down on the maintenance of Fire Alarm System of. $1,000.00. However, after he spoke to this Committee, t1,000.00 was approved for the year 1945. Of this amount only about "'.300.00 has been spent to' date, but they now have the wire, and are requesting $1,000.00 for the coming year to take care of the maintenance. The Fire Engineers and the Deputy Chief left this meeting at 9 :10 P.M. After the Fire Engineers left, Chairman Lewis L. T-Toyt sug"ested that this Committee ?o over the Public Works budgets to get a general idea as to the requests so that they would be better fitted for next Monday night' s meeting, at which time Colonel Barry would be here to explain the dif- ferent budgets. The Budgets looked over and examined v re - Public Yorks - Superintendent's Office; Personal' Services - Public "Forks - Super' ntendent ' s Off' ce, Expenses, - Town Offices and Cary Memorial Pu'ld' ng; Personal Services - Town Offices and Cary Memorial Building, Expenses - Sewer Maintenance, Personal Services - Serer Ma"ntenance, rages and Expenses - sewer Maintenance, Services - Sewer Constr ,ction - Sundry Streets - Drain Construction - Garbage Collection. Garbage Collect' on -' As this 48,500.00 represents the amount of the new contract, it was decided that this Budget could be approved. A motion was made, s econYed and voted that th' s Budget be approved i n the amount of :)80500.00. After this motion was made, the Committee continued to examine the following Budgets : Care of Dumps and Removal of Ashes - Care of Dumps and Removal of Ashes, Capital Out- lay - Public Works Building, Wages and Expenses - Public Works Building, Caei tal Outlay - Highway Maintenance, Personal Services - Hi'hway Maintenance, Wages and Expenses - Highway T' -intenance, Construction - Chapter 90 - Highway Maintenance, Chapter 90 - Highway Department, Road Machinery Account - Hig'-way Department, Road Machinery Account - Capital Outlay. After these Budgets were looked over by the members, Chairman TToyt suggested that re start approving some of the Budgets. Appropriat' on Committee - Personal Services - Total Approved -75-70776.--- A •x500.00.A motion was made, seconded and voted that this Bud-et be approved in the amount of $500.00. Accounting Department - Expenses - Total Approved .__. A motion was made, seconded and voted that this Budget be approved In the' amount of $435.00. Law Department - Expenses - Total Approved $500.00. A motion was made, seconded and voted that this Budget be approved in the amount of $500.00. Chairman. Levis L: Hoyt told the members that next Monday night Colonel Barry, Executive Assistant of the Public Works Department, would be at this meeting to discuss his Budgets. The Secretary was instructed to see if he could get some other Department Head or Heads to come in next Monday night to discuss their Budgets. The Secretary was also asked to see If he could get the School or Library on the evening of December 10, 1945. • Nothing further to come before this meeting, we adjourned at 10:30 P. r.
