The meeting was opened at the Public Works Building at 7:30 P.m. , by Chairman Lewis L. Hoyt, with the following members in attendance : Lewis L. Hoyt, Chairman Thacher Jenney Ronald D. Brown George M. Hynes J. Milton Brown Jasper A. Lane Michael J. Hopkins Harvey ?"`inlock Raymond L. White, Town Accountant. Col. Harry B. Barry spoke and stated that he wanted to show the members around, and to look at the different equipment a.s he had requested from the Board of Selectmen over 03,000.00 for the Highway Road Machinery Account; which item included •lust maintenance of the present equipment. Col. Barry then took the members around, Pointing out the different equipment, stating the age and the condition of same. The members went over the entire building. We then proceeded to the Town Office Building and reconvened in the office of the Town Accountant, at 8:12 P.m. Col. Barry was adm" teed to go over his requests. He stated that he figured .83,130.00 was necessary for just maintenance of the Highway Road Machinery items to December 31, 1945. However, Col. Barry stated that the Board of Selectmen recommended 02, 500 .00 to this Committee . Col. Barry further said that 023,842.80 was the total for new equipment now on order - which shows that the Highway Road Machinery Budget has already been spent. Col. Barry then spoke about the condition of the Dump. He stated that he requested 0690.00 from the Board of Selectmen which was necessary to take care of the Dump to December 3' , 1945. However, the Board of Selectmen recommended to this Committee the sum of 0600.00. Col. Barry - 2 - proceeded to tell what he proposed to do at tae Dump - which is in substance as follows : a road to be built from Lincoln Street around the Dump and back onto Lincoln Street, as well as having laborers there for sixteen hours per day. He stated that the plan has not yet been submitted to the Board of Selectmen, but he felt that something should be done. Col. Barry left this meeting at 8:40 P.M. *d,***.r*s:** Tt was regularly moved and voted to dispense with the reading of the minutes of the meetings held May 28, 1945 and August 10, 1945. 'n'i:"**7L C?L'n*n Chairman Lewis L. Hoyt then took up the different requests of transfers from the Reserve Fund. The first request from the Board of Selectmen was $2, 500.00 from the Reserve Fund to the Highway Road Machinery Account. Ronald Brown made the motion, seconded by Michael Honking and voted that we transfer the sum of $2,500.00 from the Reserve Fund to the Highway Road Machinery Account. The next item taken up was the request of $600.00 from the Reserve Fund to the Care of Dumps and Removal of Ashes Account. Ronald D. Brom made a motion, seconded by Jasper Lane, and voted to transfer the sum of $600.00 from the Reserve Fund to the Care of Dumps and Removal of Ashes Account. The next item taken up was the request of $50.00 from the Reserve Fund to the Sealer of Weig.ts and Measures Expenses Account to increase the automobile allowance from 150.00 to $200.00 a year, which was the amount previously received by Mr. Ralph Chadvvick before he entered the Service. There was a Quest' on on the X50.00 asked for as tin' s amount represented the amount for the entire year, and as Mr. Lamont - the Military Substitute - has performed the duties to June 30, 1945, one-half the year, it seemed proper that the amount requested should be 25.00 which is the remaining portion for the year 1945. Therefore, a motion was made by J. Wilton Browns and seconded by reorge M. Dynes, and voted that 125.00 be - 3 r transferred from the Reserve Fund to the Sealer of Weights and Measures F,xpenses Account to take care of the automobile allowance for the remainder of the year 1945. The next request considered was the request of t'138.96 from the Reserve Fund to the Printing Town Report Account. Tt Is stated that this transfer is necessary due to the fact that the Town Report required more pages than Mr. Adams thought necessary when he submittedhis bid. The bill amounted to 1, 038.96. After a general discussion, George M. Hynes made a motion, seconded by Michael J. 7Topkins and voted that $138.96 be transferred from the Reserve Fund to the Printing Town Report Account. Jasper A. Lane then spoke informally to Chairman Lewis T . Hoyt and the members with reference to What infor- mation he had received on Insurance. At a previous meeting of the Appropriation Committee, Jasper Lane and Michael J. Fonkins were appointed to look into Insurance. V!r. Lane had received several letters from Mutual Companies w' th regards to Municipal Insurance, and stated that most of the Municipalities who have Mutual Insurance have a non-assessable clause included In the Policies so that the Municipalities will not be further assessed beyond the premiums paid. Mr. Lane had a number of towns listed who at the present time have either all Mutual Insurance or a portion of mutual Insurance . Mr. Hopkins spoke about Insurance as well, and stated at the present time he is with a stock Company, but previously had worked for three Mutual Companies. He advised that if the Town took the Insurance with Mutual Companies, they should not take all. Tn other words, they should have a portion mutual and a portion in stock companies. Chairman Lewis L. Hoyt then spoke about the request from the Boa °d of Selectmen on April 25, 1945, asking for a transfer of ?"600.00 from the Reserve Fund to pay for the expense of an appraisal of Torn Property, as the last ap- praisal was made in 1935, and the Board feels very strongly that a reappraisal should be made at this time. Mr. Hoyt stated that he had talked to several men with regards to re- appraising property at this time and the feeling was that an appraisal should be made. Frorever, the majority of this Committee felt that a request for $600.00 from the Reserve Fund cannot be considered as an emergency or unforeseen matter. As a result the entire Committee was In favor of holding this item over to the next Town Meeting and to so advise the Board of Selectmen. The meeting adjourned at 9 :35 P.M.
