The meeting was opened in the office of the Town Accountant at 7:45 P.7. , by Chairman Lewis L. Hoyt, with the following members in attendance: Lewis L. Hoyt, Chairman Raymond A. Bond J. It was regularly moved and voted to dispense with the reading of the minutes of the regular meeting held January 8, 1945. Chairmen Lewis L. ?Hoyt said that last Saturday, January 13th, Mr. Thomas S. rrindle got in touch with him and stated that the way the 151 salary increase vote read, certain new teachers could ask for the 15 ' increase which they had not intended to give them on account of their starting salaries being beyond the minimum. Mr. Hoyt then started to take up the different Budgets for approval, and intends later in the evening to aMain take up the question of the 15% salary increase - whether the vote should be changed or not. This Committee proceeded to approve the following Budgets Selectmen' s Department - Personal Services - Total Approved ` 3,37 ;-37. The salary of the Executive Clerk was figured at 435.00 Per week, plus 15` increase, or a net amount of -2- 2,031.46. The salary of the Assistant Clerk was figured at X22 .00 per wee'-, plus 15% increase, or the total amount of. ' 1,276.91. ether Clericpl Assistance approved for '154.00, making a grand total of 43,372.37. A motion was made, seconded and voted to approve this Budget In n the amount of 13,372.37. Accounting Department - Personal Services - Total Approved 15,791.08. The salary of the Town Accountant was figured at 12,900.00 a year, plus ; 300.00, plus ; 75.00, making a total of 43 275.00. The salary of the Senior Clerk was figured at .422.00 per week, plus 15%, plus , 1.00, or a total of 1,316.08. The Junior Clerk' s salary was figured at 1320.00 per week, Plus 15°x, plus $1.00, making a grand total of 45,791.08 A motion was made, seconded and voted to approve this Budget in the amount of $5,791.08. 791.08. Treasurer' s Department - Personal Services - Total Approved 1'2, 196.42. The salary of the Treasurer was figured at ' 1 ,000.00 per year, plus 15`f! for three quarters of a year, mai-ring a total of 1, 112.50. Collector' s Department - Personal Services - TotaT Approved ,`fi The Collector' s salary was figured at : 2,850.00 per year, plus 1300.00 for three-quarters of a year, making a total of 43,150.00. The salary of the Senior Clerk was figured at 127.00 per week, plus 15%, making a total of 11, 567.13. The salary of the Junior Clerk was figured at $20.00 per week, plus 15%, plus :X1.00, making a total of : 1,200.00 : or a grand total of x$5, 917.13. A motion was made, seconded and voted to approve this Budget in the amount of 4;5,917.13. -3- Assessors ' Department - Personal Services - Total Approved 16,967.13. This Budget was approved December 4, 1944. A motion was made, seconded and voted to rescind the previous vote and reconsider this Budget, previous figure being 16,351.83. The salary of the Secretary was figured at 62,700.00 a year, plus 1300.00 for three-quarters of a year, or a total of 13,000.00. The salary of the Senior Clerk was figured at 127.00 per week, Plus 15 ', or a total of 81,567.13. The salary of the Junior Clerk was figured at :120.00 per week, Plus 15‹, plus 61..00, or a total of 1;1,200.00 a year. The Assessors' and Assistant Assessors' figure remains as before. The grand total of this revised Budget amounts to 16,967.13. A motion was made, seconded and voted to approve this Budget i_n the amount of "136,967 .13. Town Clerk' s Department - Personal Services - Total Apnroved 1'3,361.63. The salary of the Town Clerk was figured at 11, 800.00 a year, plus '187 .50, being the balance of bonus for three-quarters of a year, or a total of 111,987.50. The salary of. the Clerk was figured at '23.00 per week, plus 15d, plus 1l.00, making a total of -a 1,374.13. The grand total of this Budget is 4k3,36l.63. Public works - Sunt' s. office - Personal Services - Total Approved "5,876.91: The salary of the Snoeri ntend.ent was figured at 14,000.00 per year, plus 1300.00, or a total of ;14,300.00. The salary of the Clerk was figured at n22.00 per week plus 15°x, or a total of 1,276.91, making the total Budget $5,576.91. A moron was made, seconded and voted to approve this Budget In the amount of $5,576.91. -4- Town Offices Re Cary Memorial Bldg. - Personal Services - Tofdr 'Approved 4,711.93. R The salary of the Janitor was figured at 140.00 per week, plus 1K making a total of $2,321.67. The Assistant Janitor was figured at 134.45, plus 15'x, which makes a total of `!31,099. 63. From th i.s figure is deducted the 1480.00 which he receives from the Retirement System on his pension. This makes a total amount approved of :$1,519.53. The Second Assistant Janitor was figured at 130.00 per week plus l56",, making a total of ;`x,870.63 which is based on one-half a year. The grand total is x4,711.03. A m- ti.on was made, seconded and voted to approve this Budget In the amount of 14,711.93. Town Offices 9, Cary Memorial Bldg. - Exnenses - motal Approved-'7;556.0'n. Tinder "Other Repair Expenses", the amount asked of 1'1,275.00 was reduced to 1900.00. This is the amount included in the Budget of $375 .00 for Sonic Improvements in the Cary Memorial Building. A motion was made, seconded and voted to approve this Budget in the amount of 17,550.00. Engineering Department - Personal Services - Total Approved This Budget was approved on December 4, 1944 for 59,131.36 . A motion was mode, seconded and voted to rescind the previous vote and reconsider this Budget. The Town Engineer' s salary as figured at $3,000.00 plus 1300.00, making a total of $3,300.00. The Assistant Town Engineer' s salary was figured at $50.00 per week, plus l5‹, or a total of : 2,902.09. The Transit Man at 137.00 per week, making a total of 01, 930.17. The Draftsman figured at 130.00 per week, plus l5 , or a total amount of $1,741.25. The grand total of this Budget amounts to $9,973.51. A motion was made, seconded and voted to approve this Budget In the amount of 19,973.51. Police Denartment - Personal Services - Total Approved 38,12 '" This Budget was approved on November 27, 1944 for 34,334.00. A motion was made, seconded and voted to rescind the previous vote and reconsider this Budget. -5- The salary of the Chief was figured at 33,000.00 a year, plus 3300.00, making a total of 33,300.00. The salaries of the Sergeants were figured at 02,352.00. This has been changed to 02,617.38. The Patrolmen' s figure has been changed from 326,321.00 to $290261.46. The Lieutenant's figure has been changed from 32,510.00 to "2,792.00. This makes a grand total revised Budget of 338, 120.84. A motion was made, seconded and voted to approve this Budget in the am ou nt of 338,120.84. Fire Department - Personal Services - Total Approved 342,2b8.68. This Budget was approved on November 27, 1944 for x';38, 526.50. A motion was made, seconded and voted to rescind the previous vote and reconsider this Budget. The figure for the Captains was changed from 19, 560.00 to A10,636.30; Privates from 119,926.50 to 122,024.27; Deputy Chief from 12,950.00 to 13,250.00; Master Mechanics from 2,290.00 to 32,548.11. This makes a total revised Budget of 142,258.68. This Budget was approved on December 4, 1944 for 3500.00. A motion was made , seconded and voted to rescind the previous vote and reconsider this Budget. The salary of the Sealer was changed from 3500.00 to 1556.25. A motion was made, seconded and voted to approve this Budget in the amount of 3556.25. This Budget was approved on December 4, 1944 for $500.00. A motion was made, seconded and voted to rescind the previous vote and reconsider this Budget. The salary of the Tnspector was changed from k500.00 to X556.25. A motion was made, seconded and voted to approve this Budget in the amount of $556.25. Milk Inspection - Personal Services - Total Approved 1445.-0C. This Budget was approved on December 4, 1944 for $400.00. A motion was made, seconded and voted to rescind the previous vote and reconsider this Budget . The salary of the Inspector was changed from 400.00 to 1445.00. A motion was m= de, seconded and voted to approve this Budget in the amount of ' 445.00. Dental Cl ' nic - Personal Services - Total Approved 6.1/617.50. This Budget was approved on November 13, 1944 for IL1,550.00. A motion was made, seconded and voted to rescind the previous vote and reconsider this Budget. The salary of the Dental Clerk was changed from $600.00 to $667.50, making a total revised Budget of 11,617.50. A motion was made, seconded and voted to approve this Budget in the amount of $1,617.50. Sewer Maintenance - Personal Services - Total Approved $7117.00. The $500.00 requested for Clerk under this Budget was changed to 1100.00, as it is the understanding of this Committee that after April first, the three girls will be charged to the three Departments - Public Works, Water and P=irks R Playgrounds, and the A100.00 is sufficient to take care of the Personal Services up to April first. -7- • A motion was made, seconded and voted to approve this Budget in the amount of $100.00. Sewer Maintenance - Wages & Expenses - Total Approved _._ This Budget was approved on January 2, 1945 for 13,000.00. A motion was made, seconded and voted to rescind the previous vote and reconsider this Budget. This figure has now been changed to $3,500.00. A motion was made, seconded and voted to approve this Budget in the amount of $3, 500.00. 'Highway Maintenance - Personal Services - Total Approved $100.00. - a The 1500.00 requested for Clerk under this Budget was changed to 1100.00, as it is the understanding of this Committee that after April first, the three girls rill be charged to the three Departments - Public Works, water and Parks , Playgrounds, and the A100.00 is suf- ficient to take care of the Personal Services up to April first. • A motion was made, seconded and voted to approve this Budget in the amount of $100.00. Highway Mai_nte.r..ance - Chanter 90-Total Apnroved $900.00. This Budget was approved on January 2, 1945 for 11,000.00. A motion was made, seconded and voted to rescind the previous vote and reconsider this Budget. This figure has now been chnged from $1,000.00 to •$900.00. A motion was made, seconded and voted to approve this Budget in the amount of ` 900.00. Chairman Lewis T. Hoyt asked the secretary to get the complete salary schedules of the welfare Department and have them available for our next meeting. Cary Library - Personal Services - Total Approved 112,720.63. 1 • -8- The amount for the Librarian was figured at 12,220.00 a year, plus 151, or a total of 12,469.75. The Assistants were figured at the regular yearly salary, plus 15/, except the Military Substitute who was figured at 19.00 per week, plus 15%, nlus 81.00, making a total of 17,082.71. The Substitutes at 1700.00 as requested, and the Janitors ! figure was ' 2, 418. 17; one janitor was figured at 132.00 per week, plus 15%, plus 11.00, and the other janitor at 110.00 per week, no bonus. The item of :150.00 for Substitute Janitors was approved, making a total Budget of 112,720.63. A motion was made, seconded and voted to approve ti-is Padget in the amount of 112,720.63. Parks A7 Playgrounds - Personal Services - Total Approved 14,890.66. This Budget was approved on December 11, 1944 p for %4 � 586.84. A motion was made, seconded and n voted to rescind the previous vote and reconsider this Budget. The salary of the Superintendent was figured at :' 1,900.00, plus 15% for three-quarters of a year, or a total amount of 12, 113.75. The salary of the Clerk at 122.00 per week, plus 15%, or a total of 11,276.91. The Park Tnstructors' figure is 11,500.00, making a total revised Budget of 14, 890.66. A motion was made, seconded and voted to approve tH s Budget in the amount of 14,890.66. 'Fater IRaintenance - Personal Services - Total Approved '11, 200.00. The salary of the Clerk was fi cured at 120.00 per week, plus 15%, plus 11.00, or a total amount of 11,200.00. A motion was made, seconded and voted to approve this Bud7et in the amount of 81,200.00. Hoyt then went back to whether we should change our vote with reference to t' e 151salary increase. Finally i. t was moved and seconded that we notify the Board of Selectmen as to the comments by Thomas S. CTrindle with regards to the 159 increase. r"r. ^ri.ndle believes that a statement such as the fol- lowinE would clear up the matter: "In lieu of a bonus this Committee approves a 15`- increase in pay for all full time employees of the Town, exclusive of the School Department who have set up their own schedule, effective Aprilan• •ase. on Decem.er , 44 salaries or rate of pay, but not to exceed ' 400.00 in any case ." Further, "That the regular step rate increases effective April 1, 1945 shall be continued." Chairman T;ewi_s T,. Hoyt asked this Committee whether they wished, in their Report this year, to make any comments on ?Mater and Serer projects. It was the renera i opinion of this Committee that some comment should be made. Chairman Hoyt stated that our next meeting was to be a joint meeting with the Board of Selectmen and instructed the Secretary to met in touch with Miss vurray as to time ; somewhere between 7 :30 P.M. and S:00 D.M.
