HomeMy WebLinkAbout1943-12-14-AC-MIN.pdf MEETING OF THE ASSOCIATION OF TOWN FINANCE COMMITTEES HELD AT THE HOTEL SHERATON, BAY STATE ROAD, BOSTON, MASS. ON TUESDAY EVENING, DECEMBER 14, 1943. The members of our Committee present at this meeting were as follows : Lewis L. Hoyt, Chairman Ronald D. Brown Harvey F. Winlock Richard T. Maynard Thacher Jenney Raymond L. White, Town Accountant The dinner was served at 6:30 P.M. at a cost of 131.85 per plate. Morris B. Lambie was the first speaker and he explained the contents of the book that he passed out, giving the compara- tive status of 83 Cities and Towns in the Boston Metropolitan Cen- sus District. Danforth W. Comins, Executive Secretary, had on the platform Bulletin A pamphlets for each member of the different Town Finance Committees. Mr. Danforth V% Comins spoke about the salary adjust- ments due to the increased cost of living and stated that Needham had voted a 20% increase and Arlington had raised their bonus 5% more. Mr. Danforth W. Coming asked how many Towns had given a bonus in the form of a salary adjustment in the year of 1942, and 16 members representing 16 Towns raised their hands. The same Towns were asked if they had given an addit- ional salary adjustment in 1943. Fifteen raised their hands. Then they were again asked if additional adjustments were to be given in 1944. Twelve raised their hands. Braintree has voted a 15% bonus. Dedham has voted a 15% bonus, with a maximum of $ 00.00 and a minimum of 3200.00. -2- Mr. Danforth T. Comins stated that the result of a recent survey showed that in the year 1942 thirteen Towns gave temporary increases, eighteen Towns gave permanent increases. In the year 1943, forty-four Towns gave increases and one Town did not. Twenty-two Towns gave temporary increases, eighteen Towns , .ve permanent increases and there was no infor- mation from four Towns. Mr. Searles of the Division of Accounts spoke and one item in particular that he mentioned was Chapter 708 where muni- cipalities must make up the amount of contributions which em- ployees would have made if they were not in the Armed Forces. He said that Chapter 419, Acts of 1943, requires an appropriation from the Town of at least 50% of contkibutions to the Retirement System for employees in the Armed Forces. Mr. Danforth T. Comins gave the Town of Lexington the figures that gasoline receipts for the year 1944 would be which amount to t$25,290.00, and the State Tax amounts to $3.76 a thous- and.
