Notification of this meeting was furnished to all mem- bers of the Committee by letter. The meeting was opened in the office of the Town Account- ant at 7:59 P.M. , by Chairman Lewis L. It was regularly moved and voted to dispense with the reading of the minutes of the regular meeting held December 6, 1943. !\****lC4 A \'A Chairman Lewis L. Hoyt asked the Committee what their general policy was in regards to salaries, whether they were going to exceed the maximums as per salary schedule. Richard W. Maynard' s opinion was not to disturb the present maximums. Ronald D. Brown' s opinion was to go part way with the Library and the School Depart- ments on salary increases. Chairman Lewis L. Hoyt thought that a bonus is the best way to adjust salaries at the present time. Mr. George M. Hynes said that he could not see that it is the duty of the Appropriation Committee to set the maximums as the salary sched- ule was adopted by the Town. Mr. Raymond A. Bond asked if this Committee were sincere in its feeling that the employees of the Town were in need 5f more money. The Committee said that they were sincere. Then Mr. Bond suggested that a sufficient bonus be given to adjust the salaries. Chairman Lewis L. Hoyt wanted the Committee to decide what they ranted to do on the salary situation and then decide on the bonus. Richard W. Maynard wanted to use the bonus now as an elas- tic measure. Ronald D. Brown asked if the Committee adhered to the -2- regular salary schedule and if they would, in some particular cases, exceed the salary schedule. Chairman Lewis L. Hoyt said that any resolution made would involve only the maximums in the ' present salary schedule. He also stated that the salary report was accepted by the Town in principle only. An individual poll was taken and a majority of the Committee voted to retain the present salary maximums as set forth in the salary schedule report. A suggestion was made of a 15% bonus with the maximum set at 3375.00. The individual members were asked if they favored a 15% bonus with a maximum of $375.00, and a motion was made, seconded and voted that this Committee recommend to the Board of Selectmen a 15% wage adjustment bonus to be paid to all full-time employees in the employ of the Town as of December 31, 1943. No bonus is to exceed 1375.00 and is to be paid during the calendar year of 1944. It is to be based on 1943 pay rolls. Payments are to be added to the regular pay roll checks. The bonus payments cease if and when the employee terminates his or her services. Of the total amount, a portion is to be allocated to the School Department and based on 15% of their annual rate of earnings as indicated in their Decem- ber 1943 pay rolls and no payments are to exceed $375.00. Mr. Lewis L. Hoyt spoke about the Committee on Public Safety not needing a full-time secretary and said that only i3600.00 for the secretary was included in their budget for the year 1944. Mr. A. Edward Rowse, Chairman of the Board of Selectmen, entered the meeting at 10:00 P.N . and Mr. Lewis L. Hoyt read the vote recommending to the Board of Selectmen that a bonus of 15% be paid to the employees of the Town, but no employee is to receive over $375.00. Mr. A. Edward Rowse said that he thought we ought to take a middle course. Mr. Lewis L. Hoyt said that a 15% bonus will take care of the Police, Fire and Men School Teachers. Mr. A. Edward Rowse said that he would talk the matter of the bonus over with the Selectmen next Monday evening, December 20, 1943. The meeting adjourned at 10:30 P.M. Respectfully submitted, or oretary
