HELD AT THE TOWN OFFICE BUILDING, MONDAY
EVENING, DECEMBER 6, 1943.
Notification of this meeting was furnished to all mem-
bers of the Committee by letter.
The meeting was opened in the office of the Town Account-
ant at 8:00 P.M. , by Chairman Lewis L. Hoyt, with the following mem-
bers in attendance:

It was regularly moved and voted to dispense with the
reading of the minutes of the regular meeting held November 29,
1943.
Chairman Lewis L. Hoyt read a letter from James J.
Carroll, Town Clerk, requesting a transfer from the Reserve Fund
to the Town Clerk' s Department - Personal Services Account of
412.91 to cover the salary of the clerk for the balance of the
year 1943. A motion was made, seconded and voted to transfer the
sum of 412 .91 from the Reserve Fund to the Town Clerk' s Department -
Personal Services Account.
The Town Accountant requested a transfer of 43.40 from
the Reserve Fund to the Accounting Department - Personal Services
Account to take care of the Secretary' s and Clerk' s salaries for
the balance of the year 1943. A motion was made, seconded and
voted to transfer the sum of 43.40 from the Reserve Fund to the
Accounting Department - Personal Services Account.

At 8:12 P.M. Chairman James J. Walsh of the Cemetery Com-
missioners was admitted to this meeting to discuss the Library De-
partment' s Budgets for the year 1944.
Cemetery Maintenance Munroe - Personal Services ,..- Total 00.00
Mr. Walsh stated that there was no comment on this budget
as it is the same as last year.
Cemetery Maintenance_- :Jlunroe - rages & Expenses Total $4,356.80
Mr. Mike Delfino, the No. 1 man, received a $0.60 per hour
wage. Now the Cemetery Department has to pay him $0. 30 per hour in
order to keep him. Mr. William C. Paxton, Superintendent of Public
Works, set the pace as to the wages of laborer' s, so this Department
has to meet it. There is about a 33 1/3% increase in wages. The
Munroe Cemetery figures on one full-time employee, one employee for
forty weeks, and an amount for extra and overtime work.
Mike Delfino - $0.80 per hour $1,996.80
Employee (40 weeks) - $0.75 per hour 1,440.00
Extra labor and overtime 400.00
$3,836.80
The laborers want time and a half for overtime. Mr. Walsh
stated that the Cemetery charges $10.00 for an ordinary grave and
$12.00 for an extra deep grave. Mr. Walsh stated that the Cemetery
Commissioners propose to advance the rate to possibly $12.00 for an
ordinary grave and $3.50 to $4.00 more for an extra deep grave.
This budget is $973.80 higher than last year' s, but such in-
crease is due to the increase in labor.
Mr. Walsh stated that there were a number of sunken graves
which had to be taken care of this year.
Cemetery Maintenance - ;�testview - Personal Services - Total $600.00
The superintendent' s salary is increased 1100.00, as last
year $400.00 was appropriated. Mr. Walsh recommends this increase.
Mr. Marshall' s salary was reduced $100.00 about four year' s ago, due
to Mr. Walsh' s recommendation.
Cemetery Maintenance - Westview - Wages & Expenses _Total X641.80
The labor situation is the same as for Munroe Cemetery. It
is made up as follows :

Angelo Deli ino - $0.80 per hour 41,996.80
Employee (40 weeks) - $0.75 per hour 1,440.00
Extra labor and overtime 600.00
44,036.80
Administration - Postage and Office Supplies - Total 53.00
Eighteen dollars more than last year is asked for this year.
A new deed register is needed which will cost 49.00.
Shrubs, seeds, fertilizer, nlantsZ trees and loam - Total $700.00
This is the same amount as was requested last year. Loam at
present is costing 53.00 a yard.
Mr. Walsh left the meeting at 9:10 P.M.

At 9:10 P.M. Mr. Randall B. Houghton, a Library Trustee,
was admitted to this meeting. Mr. Houghton wanted to speak about Mr.
Mason, Librarian, before Mr. Mason entered the meeting. Mr. Houghton
stated that Mr. Mason needed more than 42,200.00 a year to live pro-
perly and that he should receive more as he was qualified and was
doing a good job. At present Mr. Mason was working during his spare
time to get additional money, so that he and his family could live.
Mr. Houghton stated that the Trustees were asking a salary for Mr.
Mason at the rate of 42,400.00 per year.
At, 9:30 P.M. Reverend Harold T. Handley, Trustee, and Mr.
Ralph A. Mason, Librarian, were admitted to this meeting.
Car/ Library - Personal Services - Total 111,628.67
Assistants - $6,665.00 is asked for this year against 06,225.00 ap-
propriated last year. The increase is due to step-rate increases to
three employees of $60.00 per year plus 4100.00 increase to all five
employees.
Janitors - $2,158.67 is asked for this year against 41.865.40 ap-
propriated last year. This increase is due to the increase given to
the janitor this year.
Librarian - $2,355.00 is asked for this year which is based on
$2,400.00 a year salary.

Mr. Mason stated that two of the girls are at their maximum,
but he is asking for $100.00 increase for each.
Mr. Randall Houghton stated that increases were necessary
on account of the increase in the cost of living and that it was a
similar situation to that of the School Department. Mr. Houghton said
that you could not hire an assistant at less than $1,200.00 a year.
The present and proposed salary schedule is as follows :

Mr. Hoyt said that there was no question that the increases
were reasonable.
Mr. Houghton stated that the request asked for is to put
the salaries where they belong for this year or any year.
Mr. Mason stated that in Winchester. the Librarian received
$2,500.00 a year, plus $250.00 for a bonus and the lowest assistant
received $1,200.00 a year, plus $120.00 for a bonus.
Mr. Hoyt wanted to knthw if a 12 1/2/ bonus would take care
of the situation for the time being.
There was quite a lengthy discussion on salaries by this
Committee and the Library Trustees.
gAxy Library - Expenses - Total X5,080.00
Books - $1, 550.00 is asked for from the Town, the balance will be
needed from the income from the trust funds.
Fuel - $720.00 is asked for. They cannot buy coal ahead now.
Repairs - Building and Grounds - $325.00 is asked for repairs which
is itemized on the Budget sheets.

The increase in the Budget is due primarily to the increase
in the cost of books.
The Library Trustees left the meeting at 11:10 P.M.

Chairman Lewis L. Hoyt received a telephone request from
Mr. A. Edward Rowse, Chairman of the Board of Selectmen for a transfer
of $35.00 from the Reserve Fund to the Water Department - Personal
Services Account to take care of Miss Ruth Vaughn' s salary for work
she is doing for the Water Department. A motion was made, seconded and
voted to transfer the sum of 435.00 from the Reserve Fund to the Water
Department - Personal Services Account.
