HELD AT 'TATE TOWN OFFICE BUIT.T)ING, MONDAY
EVENING, OCTOBER 25, 1943.
The meeting was opened in the Town Accountant' s office
at 8:00 P.M. by Chairman Lewis L. Hoyt, with the following mem-
bers in attendance :

Minutes of the Meeting held September 20, 1943. .
It was regularly moved and voted to dispense with the
reading of the minutes of the regular meeting held September 20,
1943.

Chairman Lewis L. Hoyt read a letter from the Board of
Selectmen, requesting a transfer from the Reserve Fund to the
Elections Department - Expenses - Selectmen in the amount of
' 37.03. This transfer is necessary to meet the payment of a bill
for envelopes which were ordered for that Department in March.
A motion was made, seconded and voted to transfer the
sum of ?37.03 from the Reserve Fund to Elections Department - Ex-
penses - Selectmen.
The School Committee, consisting of Randall B. Houghton,
Tracy Ames, Mrs. Luther R. Putney and Thomas S. Grindle,
entered the meeting at 8:05 P.M. Mr. Randall B. Hougliton, Chairman,
was the speaker, He said that the School Committee decided that
something should be done in the way of increases to the teachers,
due to the increase in the cost of living. He also stated that
his Committee had definite demands from the janitors for more money
and these demands were granted in order to hold the janitors. This
Committee also has demands from the men and women teachers for more
money on account of the increased cost of living. Mr. Roughton
said that the result of all this, reduced to figures, is as follows :

The Janitors' increases came first, which amount to
$1,700.00 alone and which will be added in next year' s budget.
The top janitor gets `, 35.00 a week; the maintenance man gets
$42.00 a week.
Clerical increases in the Superintendent' s office
amount to $650.00. In June 1944, the School Committee plans to
put on another full-time girl in place of the part-time girl.
There will be an increase of $1.00 per week to Miss Small and
the balance from the $650.00 is to be used to pay for another
full-time girl.
There are nine men teachers affected by this plan and
the School Committee proposed an increase to them of 0250.00 each
or a total of $2,250.00 per year. This will increase the maxi-
mums from $2,500.00 per year to $2,750.00 per year. Any of the
men teachers not at the maximum will receive their regular step-
rate increase plus the $250.00. There are seven men teachers now
on maximum pay.
The annual step-rate increases amount to $3,300.00 and
that includes everyone.
The School Committee requested increases for the women
teachers - a flat increase of $100.00 towards the maximum salary.
Two thousand two hundred dollars is the amount needed, as there
are now twenty-two teachers at their maximum salary.
The School Committee recommended a 10% bonus with a
maximum of $200.00 in place of the 7i% bonus with a maximum of
$150.00, plus the above increases mentioned.
Yr. Thomas S. Grindle stated that Lexington is about in
the middle of the list in comparison to salaries.
The cost per pupil in Norwood is $118.94 and in Lexing-
ton, $87.10.
Then Mr. Randall B. Houghton stated that the Massachusetts
State Legislature had raised the minimum salary of teachers from
$850.00 to $1,200.00.
Mr. Houghton stated that the teachers were concerned
over the salary condition and the School Committee would like to
make the increases effective as of November 1, 1943, with the ex-
ception of the bonus, instead of waiting until the next Town Meet-
ing in March 1944.
Mr. Lewis L. Hoyt said that his Committee would discuss
it.

The School Committee left the meeting at 9:50 P.M.
Mr. A. Edward Rowse, Chairman of the Board of Sel-
ectmen, entered this meeting on request at 10:10 P.M. Chairman
Hoyt then told Mr. Rowse the requests of the School Committee,
as this Committee feels it has a decided effect on the entire
personnel of the Town.
Mr. Rowse feels the same as this Committee - that these
increases should be considered at the regular Town Meeting and
not by November 1, 1943.
Mr. Rowse stated that the Board of Selectmen approved
the position of Lieutenant in the Police Department at a weekly
salary of 148.00. The Civil Service Commissioners have been
notified and an examination will be taken later. A motion was
made, seconded and voted to approve the action of the Board of
Selectmen in making a position of Lieutenant in the Police De-
partment at a weekly salary of $48.00.
Mr. Rowse left the meeting at 11:10 P.M.
This Committee did not approve the request of the
School Committee and it was decided to have the Chairman draft a
letter to them.
