HELD AT THE TOWIT OFFICE BUILDING, MONDAY
EVENING, JUNE 7, 1943.
The meeting was opened in the- Town Accountant's office
at 8:05 P.M. , by Chairman Lewis L. Hoyt, with the following members
in attendance:

Minutes of the Meeting held April 12, 1943
It was regularly moved and voted to dispense with' the
reading of the minutes of the regular meeting held April 12, 1943.
Mr. Photos S. Grindle, Superintendent of Schools, and
Mr. Tracy W. Ames, a member of the School Committee, were admitted
to the meeting. Mr. Ames spoke about the maximum salary of school
teachers in the Elementary schools, as the School Committee would
like to get the approval of this Committee in raising the maximum
so that they would be able to retain the teachers.- The present
maximum of salaries of the Elementary school is $1,700.00 per an-
num, Junior High school is $1,900.00 per annum and the Senior High
school is $2,000.00 per annum. Mr. Ames stated that all teachers
now must have at least four years of training for Elementary as
well as Junior and Senior High schools and he thought that the
Elementary school maximum salary should be somewhere near the Jun-
ior High. Mr. Ames stated that the School Committee wanted to
raise the maximum salary of the Elementary school teabhers from
$1,700.00 to $1,800.00 a year. He said that only eight teachers
would be affected by this and that the school had sufficient money
in the appropriation to take care of it. The principal reason he
appeared before this Committee was to inform us what they were doing
and to- get this Committee's approval. Nothing further to discuss,
Messrs. Grindle and Ames left this meeting at 8:20 P.M.

The Secretary submitted an invoice in the amount of
$10.00 and a letter received from the Municipal Finance Officers '
Association of the United States and Canada. After a general dis-
cussion it was voted not to continue membership as the service
rendered to the Secretary was not sufficient to warrant the ex-
penditure

penditore of $10.00.
Mr. John A. Lyons, Chairman of the Board of Public Wel-
fare, was admitted at 8:25 P.M. He came to this meeting because
he appreciated the letter sent to him by this Committee and stated
that the new Board of Public Welfare was doing everything they
could to save as much money for the Town as possible, He said that
this new Board was ' going to make graphs so that they could try and
control conditions. Mr. Lyons also stated that he had checked up
and found that the Bureau of Old Age Assistance' could be made up
of three members of the Board of Public Welfare, so he expected the
present members of the Bureau of Old Age Assistance would resign
and three members of the Board of Public Welfare would be appointed
so that the welfare' problems would be under one Board. Before
leaving the meeting, Mr. Lyons said that the Board would give this
Committee all the information they wished and would work with us
all they can. Mr. Lyons left at 8:35 P.M.
The Board of Selectmen voted at their meeting to request
a transfer of the sum of 838.79 from the Reserve Fund to go into the
Building and Plumbing By-Laws L Printing Account to take care of the
deficiency. A motion was made, seconded and voted to transfer the
sum of 338.79 from the Reserve Fund to the Building and Plumbing
By-Laws-Printing Account.
Through error, the Board of Selectmen did not ask for an
appropriation to print the Building and Plumbing By-Laws in booklet
form at the Town Meeting and are now requesting a transfer of the
sum of lr108.O0 from the Reserve Fund to take care of this. The
Office' of Price Administration rules that if a printer holds type
set up, he must charge one half a cent a pound per month to the
customer. In this case 400 pounds of type is set up or' a charge of
$2.00 a month. Considering all this, a motion was made, seconded
and voted to transfer the sum of 0108.00 from the Reserve Fund to
the Building and Plumbing By-Laws - Printing Account.
Chairman Lewis L. Hoyt read a letter from the Board of
Selectmen relative to the purchase of a tractor instead of a heavy
truck for the Public Works Department. There was a general dis-
cussion and it was suggested that we maintain our position as out-
lined in our report. Finally a letter was drafted by Chairman Hoyt
to the Board of Selectmen, which reads as follows :

"The Appropriation Committee sympathizes with the Select-
men in the need for a tractor and understands that the
Selectmen have already instructed the Public Works Depart-
ment to take steps to acquire a tractor. This Committee
wishes to call your attention to our report which was
considered at the Town Meeting - that this w5,000.00 was
for the express purpose of purchasing a truck.
"However, we feel that the circumstances justify this
action by the Selectmen and therefore we cannot withhold
our approval."
Motion was made, seconded and voted that we approve this
letter to the Bola rd of Selectmen to purchase a tractor.
' At 9:30 P.M., Mr. Edward Rowse, Chairman of the Board of
Selectmen, entered this meeting to speak about a party that is to
be held for Mr. Archie R. Giroux, former Chairman of the Board of
Selectmen. Most members plan to attend. The cost is to be 132.50
per plate and this is to take care of a gift for Archie.
Chairman Hoyt of the Appropriation Committee spoke about
the linoleum to cover a wood floor in the Cary Memorial Library,
explaining it to the members not contacted about it. It was the
opinion of this Committee in the future to avoid hasty decisions
and avoid telephone approvals.
The tentative date of our next meeting is July 12, 1943.
