Harper Blaisdell, Chairman Frank T. Parrish Jr., Vice Chairman Logan Clark Jr. Oscar R. Carlson Robert N. Gary Donald P. Noyes Mrs Richard W. Souza Raymond L. White, Secretary A letter from the Board of Assessors informing us that the 1964 tax rate is $38.60. This rate has been approved by the Commissioner of Corporation and Taxation. The chairman stated that we under estimated the corporation tax and picxed up 428,000.00, over what we talked about. The actual tax billing was $900,00.00. John Blaisdell attended the meeting with the school building committee. They are asking $15,000.00 for Moreland Ave. School and $45,000.00 for middleby Road School plans and specifications. Capital Expenditures Committee has now agreed to go along with one school the first year and the other school the second year, with proposed openings of schools, the first in year 1906, and the second in year 1907. They are only asking for final plans and specifications at this town meeting. A letter from executive clerk of the special town meeting together with copy of two articles to be voted on, which are: Additional money for highway construction to be used in conjunction with funds previously appropriated under Article #21, Town Meeting of March lo, 1964 and sidewalk construction and acquisition of easements in connection with widening, altering or relocating of Waltham Street from Concord Ave. to Waltham-Lexington line. Information from Selectman, this town meeting is to be a town meeting within a town meeting. A general discussion was had relative to the Appropriation Committee budget for year 1964. The funds appropriated was $5,200.00, and to date :$3,139.74 has been spent, leaving a balance of $2,060.26. The chairman spoke to Allen Green of the by-laws committee about sending only one report to each house. Appropriately 6,000 houses in Lexington and about 13,000 registered voters. The cost of the Appropriation Committee reports were as follows: Printing Appropriation Reports $2,522.00 Addressing covers of Appropriation Reports 195.71 Postage for Appropriation Reports 400.00 $3,117.74 Oscar Carlson, member is to look into the cost of the Appropriation Committee- report and report his findings and recommendations at a future meeting. Excess and Deficiency - certified free cash is $345,645.29. (OVER) 478 The chairman spoke about our using colored sheets for our budgets, the same idea as the school. Also understand that at this special town meeting tnere is to be an article for blinker lights on Bedford Street. Also chairman spoke about State Aid for Free Public Libraries. Under date of April 10th 1964 we received from the State $6,922.75 and same is set up in our ledger as a seperate account. Also the Fire Department wants $1b6.00 for unpaid medical bills. The Lexin3ton Conservation Committee entered our meeting to explain their purpose and plans. Their purpose is to help the Town in so-called open spaces. this Committee will apply for State and Federal Aid if certain conditions are met. This Committee wants to put Article in the Town warrant requesting :$15,000.00 so that such committee if complies with Federal And State regulations can participate. This Committee want 414000.00 for the Conservation Fund for which we would spend :33,000.00 out of Conservation Fund. Will get 5U% reimbursement of money we spend. Soil and water survey, natural resources and inventory of all open spaces in the Town. The Conservation Commission left our meeting at 10:05 P.M. Mr. Robert E. Meyer of Planning Board entered our meeting at 10:00 P.M. Spoke about one of the articles to come up at this special town meeting. A buffer strip on land adjacent to Spring Street. The area involved is 21 acres plus. Land appraised b;r Assessors at :, 900.00 per acre. Mr. Meyer left our meeting at 10:30 P.M. The chairman spoke about a meeting with board of Selectmen, also question on firemens pay and the stand we are to take on school building program. We are in favor of final plans and specifications.
