The Appropriation Committee met Monday, October 28, 1963 at 7:;L5
P. M. in the office of the Town Account.
Present: Donald P. Noyes, Chairman
J. Harper Blaisdell Logan Clarke Jr

Richard H. Battin John R. Bevan
Oscar R. Carlson Raymond L. White, Secretary
Ralph B. Fifield telephoned the Secretary that he would be out of
Town on business, so could not attend this meeting.
The Fall Association meeting will be sometime in November.
To date no notice has been sent out.
Letter from Board of Selectmen was read requesting a transfer of
$150 from the Reserve Fund to Veterans'Day account. No explanation why
$150 more was requested, also should be in previous budget, also no emergeny,
so this Committee voted against this request.
John J. Carroll, Superintendent of Public Works, entered our meeting
at 8:55 P.M. The first item asked John was on garbage and garbage contract.
John said the Town has got to pay $60,000 anyway for collection. Hard to
get a contractor for less than$60,000 as it is difficult to get employees to
collect garbage. Also John said he was going to ask for two collections a
week in thw summer time. Also on all new homes they should be required to
install garbage disposals. John said it costs Arlington $ 2.30 per capita
for garbage collections, Wellesley $1.77.
John spoke on the T. V. Program, which is the T. V. inspection and
sealing of our sewer mains. Also on trunk sewers for 1964, as contained in
Capital Expenditures recommendation on page 12 of their report, such as:
Maple Street to Woburn Street sewer there is trouble
Justin Street sewer
Burnham Farm area sewers
Hill Street Area
5,000 feet of water mains
John stated the sewer laterals figure should be increased to $500,000.
The question was asked whether the Town had ever thoughtof a sewer
use charge?
, John Carroll was asked about the sewer laterals being heldup where
sewer trunk lines are in. Why start another trunk sewer line when the present
trunk sewer line is not complete with the sewer laterals, John Carroll
suggested to appropriate double the amount for laterals, instead of another
trunk sewer. Woodhaven section alone would cost $250,000 for sewer laterals.
John Carroll stated he is going to ask for more men in the Public
Works department.
John Carroll left our meeting at 10: 10 P. M.
Lincoln Cole, Chairman of the Board of Selectmen entered our meeting

and stated that the Collector of Taxes will need $200.00 for temporary
overtime help to get the Real Estate Taxes out. A motion was made, seconded
and voted to transfer the sum of $200 from the: Reserve Fund to Collector' -
Department, Personal Service account.
Mr. Battin stated the School Committee voted without any change —
$280,000 salary plus $45,000. Athletic budget is going up 2% or approximately
$4000.
Tentative Appropriation Committee meeting with Civil Defense on
Monday evening, November 4th. Frank Parrish Jr. to check on this meeting
and to let the Secretary know so he can contact members
Appropriation Committee to meet on Monday, November 18th, at
7:45 P. M. to consider articles for the Special Town Meeting.
