HomeMy WebLinkAbout1963-10-01-AC-MIN.pdf October 1, 1963 The Appropriation Com:littee met Monday, September 30, 1963 at 7:30 P.M. in the office of the Town Accountant to act on requests for ex- penditures from the Reserve Fund and any other matter to come before this meeting. Present: Donald P. Noyes, Chairman J. Harper Blaisdell Richard H. Battin Logan Clarke Jr. John R. Bevan Robert H. Kingston Oscar R. Carlson Frank T. Parrish Jr. Raymond L. White, Sec Ralph B. Fifield Jr. was out of town. The Board of Selectmen requested a trans'er of $179.00 from the Reserve Fund to the Accounting Department - Expenses Account. This was necessary due to hiring outside clerical assistance when one employee left. A motion was made by Richard H. Battin and voted to transfer $179.00 from the Reserve Fund to Accounting Department - Expenses account. Robert H. Kingston stated that he and Robert M. Gray got together last Thursday night on preparing long range planning for the Town and tentatively figured that the long range planning costs Arlington $3 ,000.00 Long range planning would consists of certain items, such as 1. Make long term Planning 2. Prepare budgets 3. Operating budget L1.. Build hospital 5. Buy up non residental land 6. Limit operating expenses The $2,000.00 to $1 ,000.00 mentioned previously would cover consultants fee and some clerical help. The next item considered was a request by the Board of Selectmen for $970.00. This amount needed as that amount was paid to Charles M. Evans for the extra work beyond his contract at the time Frederick Staples left the service of the town. The $970.00 was used from the Selectmen' s budget and now they have insufficient funds for the balance of the year. After general discussions a motion was made by Logan Clarke and seconded by John Blaisdell and voted to turn down the request. Robert H. Kingston stated that the long range planning study was a joint venture by the Capital Expenitures and Appropriation Committees. Logan Clarke had roughly prepared a make - up sheet as to what the total Town valuation would be for this coming year, also the total Town expenditures for this coming year and the possible tax rate for the year 1964. Logan Clarke figures were based on a $39.00 tax rate. Logan Clarke -- is to copy his make up sheet for members of this committee only. Budgets for year 1964 due not later than December 21, 1963 Budget forms to be given to Departments in October 1963. Ci 9 6.x,1 Lincoln P. Cole Jr. Chairman of the Board of Selectmen entered the our meeting at 9:50 P:M. to see what action was taken on their request of $970.00 due to further expenses on Evans salary report.
