M. in the office of the Town Accountant to act on requests for expenditures from the Reserve Fund. Present: Donald P. Noyes, Chairman J. Harper Blaisdell Logan Clarke Jr. Frank T. Parrish Jr. John R. Bevan Oscar R. Carlson Raymond L. White, Sec. The first item brought up by the Chairman was the General By—Laws of the Town of Lexington, whether any change or changes should be made in Article XIII Appropriation Committee as published in booklet dated "' 1957. The Chairman read the different paragraphs in Article XIII to the members present. The first question was whether the Town Officers should be elected or appointed. The Chairman of the last Appropriation Committee has the elective power after the new Chairman has been appointed. John Blaisdell suggested that the remaining six members, after the term expired for three of the members, choose the Chairman. A question was made in regards to paragraph six of Article XIII where it states "The Committee shall, prior to each Annual Town Meeting for the transaction of business, hold one or more meetings at which only the Selectmen, the Chairman of the Board of Assessors, the Chairman of the School Committee and the Chairman of the Cemetery Committee shall be invited to be present to consider the items which make up the annual budget, and any other municipal matters." Question whether the Chairman of the Cemetery Committee should be invited at such a meeting. However, this Committee feels that the Capital Expenditures Committee should be invited at this meeting. The Legal meeting not included in the Town of Wellesley By—Laws. The Town Clerk to send a warrant for a Town Meeting to each member of the Committee. The Appropriation Committee should have the first comments to make on an article. Section I — Article XIII — size of Committee. No agreement decided as to size. Two transfers from the Reserve Fund was requested as follows: 560.00 to Police Department — Out of State Travel 52,000.00 Elections — Jurisdiction of Selectmen Motion made, seconded and voted to make suc' transfers from the Reserve Fund.
