At ?:30 P . M. Mildred B. Marek, Trustee and Karl Nyren, Director entered
our meeting to go over the library budget for the year 1963. John Blaisdell
spoke about cutting the library figures, accept the library salary guide
increases. This yearts budget not to include any additions or expansion
due to our free cash position Mr. Nyren stated that more people are using
n the library and a 10% increase in activity and the library is now opened
approximately 30 hours more a week than a year ago. Mr. Nyren also stated
that for three years we did not fill the part time positions at the branch
library. Also the salary guide did not go into effect until last July,
1962.
Mr. Nyren stated that the increase in budgets were due to

2 People filing 1,800.00
Pages 3,000.00
Custodian 3,000. 00
lir. Nyren stated that a total of approximately 13,800.00 we could do with-
out.
Mr. Nyren was asked about fine money received. He stated that the fine
money is used to buy books. Rental money goes to buy more rental books.
The salaries include step increases.
Mr. Blaisdell asked if the Library Trustees and Mr. Nyren would get to-
gether to see if they could revise the budgets as this year in particular
we have to cut due to our free cash position. Mildred Marek and Karl
Nyren agreed to get together with the other trustees to see what could
be done. Mildred Marek and Karl Nyren left our meeting at 8:45 P. M.
We had planned to have a meeting on Wednesday night, February 6, 1963
but understand that Bob Kingston, Dick Battin and Mike Shaughnessy can not
be present, Logan is now home sick and without question could not, or
should not be here on Wednesday, so it was decided not to meet on Wed-
nesday evening, February 6, 1963.
We then looked at the Police budget, 23-A. On item for 5 Patrolmen this
figure was changed from 13, 721.35 to 5,490.00. We understand that eight
persons took the examination and the guess was only two would pass. We
stopped considering further budgets due to the arrival of Arthur Burrell
of Civil Defense. The item which he spoke about was the Shelter Modifica-
tion, Item 27-B. This is to be a separate article. Program provides a
minimum for the Town. Understand that there are 17,000 existing shelter
spaces and 36,000 potential spaces in the Town. Cary building will provide
approximately 600 spaces. Arthur Burrell spoke about prr.vious request of
42,000.00 for warning system. Arthur stated that administrative expenses,

except Secretary were reimburseable. Mr. Burrell left our meeting at
9:50.
We then went to the Selectmen' s meeting in reference to our free cash
position and about the Road Machinery Fund. John Blaisdell stated our
position on free cash and that the Division of Accounts are not happy
about the Highway Road Machinery Fund. It was decided that we would
do what Mr. Mac Kinnon suggested, is to close the Highway Road Mach-
inery Fund into Excess & Deficiency account and to correct the Dec-
ember 31, balance sheet which will increase our free cash by the $98,281 .71.
Then to prepare a revised December 31, 1962 balance sheet andsend to
Division of Accounts so as to get a letter as to our free cash.
At 11 : 00 P. NI. we left the Selectmen' s meeting.
