Present : Logan Clarke Jr, Chairman J. Harper Blaisdell , Vice Chairman Robert H. Kingston fiaurice F. Shauchnessy Richard H. Rattin C. Roland Christensen Raymond L. White, Secretary m J,irs. Bevan telephoned and stated that John got a telephone c- 11 and had - to take a plane to New York this morning on company business. i51.aisdell , Vice Chairman opened the meeting at 7 :30 P.M. as Mr. Clarke could not be here at 7 : 30 P. ,"i. due to an engagement, but expected ▪ to be here around 8 : 15 P. The Secretary asked if this Committee was to purchase new binders at a cost of 1;1 .50 each for the 1963 budget sheets or see if members of this Committee had previous binders that could be used. A general discussion was had and decided to purchase new binders. A motion was made and seconded to purchase new binders . A letter from the Appropriation Committee Secretary requesting the Committee to transfer the sum of ; 450.00 from the Reserve Fund to Appropriation Committee expense account to take care of the additional expense for printing and mailing the Appropriation :Bommittee report for the year 1962. A motion was made and voted to approve the transfer of „I1.50. 00 from the Reserve Fund to the Appropriation expense .-c-ount. A letter from Raymond L. '::bite, Town accountant requesting the Apuro- priation Cc .,iittee to transfer the sum of 90744- 84 from the Reserve Fund to the Interest account to take care of additional interest charges due to additional borrowing on account of the delay in receiving Real Rstate tax revenue for the year 1962. A motion was made and voted to approve the transfer of ..,9,744.84 from the Reserve Fund to the Interest account, if the Board of Selectmen approves same. A letter of approval from the Board of Selectmen has not been received as of this date, but understand from the Executive Secretary that the Board of Selectmen did approve the transfer. A letter from Raymond L. White, Secretary of the Board of Retirement requesting the Appropriation Committee to transfer the sum of , 235.0f from the Reserve Fund to the Board of Retirement expenses. A motion was made and voted to approve the transfer of _„ 285."0 From the Reserve Fund to the Board of Retirement expenses. A letter from the Board of Selectmen requesting the Appropriation Committee to transfer the sum of .1; 2,009.00 from the Reserve Fund to the Police Department - Personal Service account for two additional Policet,.ome-i to be assigned to e ther end of Worthen Road from now until the close of the School year in June 1963. Request denied be- cause as the letter is worded we cannot comply with their request. Letter from rioard of Selectmen requesting the Appropriation Committee to transfer the sum of .;; 1 ,050. 00 from the Reserve Fund to Town Clerk and Treasurer, Personal Services account. After further discussion the request was denied pending further information. The Chairman and three members of the Capital Expenditures Committee entered our meeting at 8: 15 P. They requested this :fleeting. The Chairman stated that to date only two budgets have been received. Proposals on 1963 Capital r'xpenditures, this Committee will pass copy of pro;uosals on to us as soon as they receive them. Also the Capital Expenditures Committee would like to see the Warrant before they write their report. Also all expense budgets should be available to them. It was the opinion of both Committees that the Warrant should be closed at least by January 15th, 1963. Also the assessed valuation figure should be the same in both reports. Also we should be able to have the exact valuation figure as of January 1 , 1963. John Blaisdell stated that the Assessors now have cards with the necessary informa- tion on real property. The assessed valuation is ,;171 ,500,000. The policy of the Capital Expenditures over the last several years is to anticipate the expenditures each year . Capital expenditures to be about 1` or ;:10. 00 of the tax rate for capital expenditures. Problem on High School addition, look at page 16 of the 1962 Annual Report of the Capital rxpe-iditures Committee paragraph two "although we have not received adequate information to make a recommendation on this proposal , we are carrying it in this report at a budgeted figure of ' 211_0,000 for the year 1963. " This is Emerson Road estimated figure Stabilization Fund 1963 160,000. :400,000. It is suggested that this .4_00,000. to be used as a down payment on the High School addition. Chairman Logan Clarke, Jr . entered this meeting at 8:35 P. _1. In regards to the Stabilization Fund the State will match anything the Town puts up. The present Town Debt is no small problem. The Capital Expenditures Committee wants the High School addition. The personal service budget of the School Department goes up approximately ll ,: a year. Also the Capital Expenditures Committee states that the cost per pupil has doubled in six years. An item under discussion was how to handle the cost cf school con- struction. Some members of both Committees favor the bonding of High School Addition costs, others want to pay part in cash, ,400,000. previously :aentioned and the remainder of costs bonded.
