Present: J. Harper Blaisdell, Chairman John R, Bevan • C. Roland Christensen Alfred Viano Logan Clarke Jr. Frank E. Douglas Maurice F. Shaughnessy Richard H. Battin Raymond L. White Temp. Sec. . Immediately after assembling in the Town Accountant' s office we joined the Board of Selectmen's meeting as this is the meeting called by the Appropriation Committee pursuant to Article 13 of General Laws of the Town. Mr. Gail W. Smith, Chairman of the Cemetery Commission, Mr. C. Cronin of the Assessors Department representing Mr. Edward B. Cass, Chairman of the Board of Assessors and Mr. Woodbury of the School Committee, representing Mr. Sanborn C. Brown, Chairman, joined our joint meeting. The Board of Selectmen carried on their meeting until all the above mentioned persons and arrived and joined the joint meeting. Mrs. Ruth Morey, Chairman of Board of Selectmen then turned the meeting over to the Appropriation Committee and Mr. Blaisdell then took a seat with the Board of Selectmen. He stated the tax rate would be approximately $80.00 per $1,000. That the so called Cherry Sheet from the State had arrived: $12,000 Overlay; Judgement of $14,000 plus on McCormack's land. Overlay deficit $6,000. Total expenses for tax levy 57,022,000 for operating the Town. Mr. Blaisdell stated all departments are up. Public Services appears to be down due to taking interest on water debt out of water maintenance budget and putting same in interest on debt. Snow removal to date is $58,000. It appears we will have to appropriate $100,000 for snow removal this year. Library trustees requested to use State funds to re—catalog the Library books. This year Library funds are available to them. Appropriation Committee in general has gone along with the requests. Article #f39 for between $25,000 to $30,000 not in our report. In our Excess & Deficiency there remains $121,000. Capital expenditures 51,682,000. School sites $75 ,000, transferring 538,000 out of Stabilization Fund. Stabilization Fund can only be used for projects that we can borrow, per Harold Stevens, Town. Counsel. Nothing in for land acquisition for cemetery. Gail Smith stated that when land owners are in RI district they will be willing to sell. Nothing further we left the joint meeting at 8:45 P. M. and reconvened in the Town Accountant's office. Harold Stevens came up to our meeting to answer questions on borrowing. Mr. Blaisdell asked. Can we borrow for drains and Harold said we could. Harold Stevens said we can borrow for land acquisitions for playgrounds. This Committee is to correct Article #45. Fire engine $8,000 taken out of Stabilization Fund — Delete it. The members then read the information written by Mr. Blaisdell for the Appropriation Committee report to the voters of Lexington and minor changes were made. Meeting adjourned at 10:30 P. M.
