HomeMy WebLinkAbout1961-12-17-AC-MIN.pdf December 17, 1961 The Appropriation Committee met Monday evening, December 17, 1961 at 8:00 P. M. in the office of the Town Accountant . Present : J. Harper Blaisdell, Chairman Raymond L. White, Temp.Sec. Richard H. Battin Alfred Viano Frank E. Douglas Logan Clarke, Jr. C. Roland Christensen John R. Bevan Mr. Maurice F. Shaughnessy informed us at our previous meeting that he could not be present at this meeting. Ruth F. Souza, Roger L. Longley and Robert Geary, of the Capital Expenditure Committee were admitted to this meeting at 8:15 P. M. Prelimenary estimate of Capital Expenditures for the period of 1962 to 1966 was passed out to each member. The Chairman spoke on Streets- Chapter #90 construction, such as Massachusetts Ave, East Lexington; Street acceptance estimate for 1962 of $150,000; Sidwalk & Curbings estimate of 355,000.00; a total on Streets for 1962 of $290,000.00 The next item was sewers - Trunk lines estimate of $584,000.00 for 1962. This trunk line is at Pleasant Street to Woodhaven and to be done as one job. No request for trunk line sewers in the year 1963 . On Sewer laterals the estimate is 3250,000.00 a year. Drains were next and $55,000.00 is estimated for the year 1962 and 560,000.00 per annum thereafter to and including the year 1966. The next item discussed was the miscellaneous item in which is estimated at $65,000.00 in the year 1962 and $20,000.00 is in the year 1963 . In the $65,000.00 estimated is included a road to the new dump. Intra Town Highways were then brought up, the estimate for the year 1962 being 350,000.00 and each year to and including 1966 the sum of 550,000.00 is estim ated. The dumpwill cost the Town each year for operating costs alone the sum of 55, 000.00. The next item was the School Department estimate of Capital Expenditures. The Chairman stated that the new Elementary School site will be in the year 1962 and the cost estimated at $30,000.00. The estimated Capital Expenditures for schools is $170,000.00 in 1962; $3,870,000.00 in 1963 ; $1,360,000.00 in 1964; $1,360,000.00 in 1965 and $70,000.00 in 1966. The prelimenary estimate on Capital Expenditures for the Fire Department °- . 4, (2) c, c was $ 000.00 in theyear 1962 to replace Engine$ , g' 5 with a factory built engine. In the year 1963 the Fire Department wants to replace Engine 4 at East Lexington Station at estimated cost of $12,000.00. These engines are used for brush fires. In 1964 an estimated expenditure of $70,000.00 for a new fire station on Marrett Road. Fire Stations are to be so located that the Fire Engines will not have any more than a two mile run to any location in the Town. The next item was land acquisition for recreation purposes at an estimated cost of $20,000 each year to and including the year 1966. The Capital Expenditures Committee stated they had not met with the Civil Defense or the Selectmen this year. On January 22, 1962 we are to meet with the Capital Expenditures Committee at 9:15 P. M. Mr. Blaisdell stated that we presume we will have a joint report with the Capital Expenditures Committee as in the past. The Capital Expenditures Committee left our meeting at 9:40 P. M. After the Capital Expenditures Committee left Mr. Blaisdell stated that with all items considered for the year 1962, it looks like we would have a $$0.00 tax rate. Also stated the revaluation of property will take effect in the year 1963. On January $, 1962 we have a meeting with the School Committee at 8:00 P.M. and the Capital Expenditures Committee with the Board of Selectmen later that evening. The Recreation Committee would like to meet with us on either January 3, 4, or 9th 1962 to go over the expenditures for the coming year. John Blaisdell to handle and advise as to the date decided. Requests for transfers from the Reserve Fund was then considered. Board of Health requested the sum of $154.71 for the Dental Clinic expenses account from the Reserve Fund, this request is due to the cost of moving the Dental Clinic from the Muzzey Junior High School to the Harrington School. A motion was made and so voted to transfer the sum of $154.71 from the Reserve Fund to the Dental Clinic expense account . The Board of Selectmen requests a transfer from the Reserve Fund to the Town Offices and Cary Memorial Building account in the amount of $1,500.00 to make necessary repairs to the Boiler as recommended by the State inspector. A motion was made and so voted to transfer the sum of $1,500.00 from the Reserve Fund to Town Offices and Cary Memorial Building account. The Collector of Taxes requests a transfer from the Reserve Fund to Collectors-Expense Account in the amount of 3104.13 to take care of present expenses. A motion was made and so voted to transfer the sum of 5104.13 from the Reserve Fund to Collectors-Expense account. (3 ) � c Mr. Blaisdell spoke in general on the Welfare Office Personal Service budget - Item 60 A - said that salaries have gone from the lower brackets to maxium legal limit rate. Also the Veterans Benefit Personal Service budget has increased by 10%. Veterans Benefits - Aid & Expenses - Item No 65-C spent 59,000.00 last year. The Cemeteries-Personal Service- Item 66-A has increased by $26. The two employees are Maurice D. Healy - and Louise F. Healy. Mr. Blaisdell spoke about Mark D. Lurvey in the Health Department and said this is an individual case and we should go along with request as he is doing the job he is supposed to do. The Meeting adjourned at 10:40 P. M.
