The Appropriation Committee met Monday evening, November 2.7, 1961 at

$:15 P. M. in the office of the Town Accountant.
Present : J. Harper Blaisdell, Chairman
Raymond L. White, Tem. Sec. Frank E. Douglas
Maurice F. Shaughnessy John R. Bevan
Logan Clarke, Jr.
Alfred Viano telephoned the secretary and said he would not be at the
meeting tonight as he was on his way home, he was sick.
At $:30 P. M. C. Cronin and E. Cass of the Assessors were admitted to
this meeting to go over their budgets.
N: Mr. Cronin spoke on the information kept by Assessors, one file called -
" Property Record Cards - then Personal Assessment Cards - Street File
Cards and last a file prepared by Cole-Layer-Trumble Co. on each owner
of Real Estate.
Mr. Cronin said he would need two new files for addressograph plates.
He also stated that the addressograph plate files, plates, and the
business machines were to come out of the 1961 appropriation of
320,000.00 for business machines.
Also Mr. Cronin stated that there were 9,200 Real Estate tax bills and
15,000 Excise tax bills sent out in the year 1961. Also at least 2,000
Excise tax bills came back to the Assessors for abatements.
The question was asked "what will the valuation be for 1962.7' Mr. Cronin
said 576,000,000.00, also there were 234 new houses last year and only
175 new houses this year per information from Mr. Irwin. Mr. Cass said
he would estimate and give to Raymond L. White a figure on valuation
to-morrow, November 2$, 1961.
Mr. Blaisdell stated there would have to be an Article for 530,000.00
for re-valuation of properties to pay $30,000.00 to Cole-Layer Trumble Co.
for their work in the year 1962 per contract agreement.
It was asked by our Committee, the present basis of valuation on Real
Estate and the Assessors stated as follows: New property 5$.6%, medium
property 50%, and old property 45%•
No further questions, the Assessors left this meeting at 9:15 P. M.
Mr. Blaisdell read a letter received from Mr. Donald P. Noyes of the
Capital Expenditures Committee in which they would like to schedule a
meeting with our Committee on December 1$, 1961 to discuss the Capital
requirements of the Town for the five year period 1962-66.
I was instructed to write Mr. Donald P. Noyes that we would be glad to
have his Committee meet with us on Monday evening, December 1$, 1961 at
$:00 P. M.
Letter from Board of Selectmen in which Mr. John J. Carroll reported to

the Board that a 195$ Ford Dump Truck caught fire on June 12 1961 as
it was working on Waltham Street. The damage amounted to 507. 2 and
has been paid to the Town by the insurance company. Mr. Carroll
explained that the Road Machinery account is running very close and he
asked to have the amount spent for repairs transferred to that account.
The Board of Selectmen voted to request the Appropriation Committee to
consider transferring the sum of $507.$2 from the Reserve Fund to the
Road Machinery Account. A motion was made and so voted to transfer from
the Reserve Fund, the sum of $507.$2 to the Road Machinery account.
A letter from the Board of Selectmen requesting the Appropriation Committee
to consider a transfer of $1,023 .65 from the Reserve Fund to the Elections-
Jurisdiction Selectmen account and another transfer of $$50.00 from the
Reserve Fund to the Selectmen's expense account. A motion was made and
so voted.
The Appropriation Committee is to meet on December 18, 1961 at $:00 P. M-
at which time the Capital Expenditures Committee is invited to attend.
Messrs. Harold E. Roeder and William P. Fitzgerald, Fire Commissioners
entered the meeting at 9:45 %). M. to discuss and go over their budgets.
The Commissioners spoke on their budgets generally. It was stated that
their men get an increase on their annual employment dates. Sick leave
was discussed and now on account of new policy adopted by the Town they
feel more men now will be out sick. It was stated that the Deputy Chief
Engineer makes more money than the Chief Engineer due to over-time. To
November 23rd inclusive the amount is 56,577.11 for theDeputy Chief
plus salary to December 31, 1961 or 5680.63 will make a total of S7,258.3L
Also the Commissioners are asking for three additional men this year.
There are nine men at the station on Bedford St. and four men at East
Lexington per shift. It was stated that the firemen cannot paint
outside of building unless they have a license.

Forest Fires- Wages & Expenses, no questions on this budget.
Requested by Frank Douglas, Maurice Shaughnessy and Logan Clarke Jr. for
copies of November 2nd minutes of meeting.
The meeting adjourned at 11:05 P. M.
