Harper Blaisdell, Chairman Raymond L. White Temp.Sec. Maurice F. Shaughnessy John R. Bevan Richard H. Battin Alfred Viano Frank F. Douglas Logan Clarke Jr. C. Roland Christensen The purpose of this meeting is to consider any requests for transfer of funds and to discuss the Articles in Town Warrant for Special Town Meeting on November 6, 1961. q•-4 The following request for transfer from the Reserve Fund was acted on as follows: Transfer of $122.00 from the Reserve Fund to Health Department – Rabies Clinic– Expenses. So voted. Transfer of $200 from the Reserve Fund to Appropriation Comm. Exp. So voted. The next item was to consider the Articles in the Town Warrant. Article I To receive the reports etc. bio action. Article 2 To see if the Town will vote a supplementary appropriation to be used by the Standing School Building Committee. Our Chairman stated he understood they are going to ask for $30,000. Article 3 To see if the Town will authorize the Selectmen to abandon the easement to enter upon and flow the water of Butterfield's Pond etc. Article 4 To appropriate an additional sum of money for the Fire Department– Personal Services. This Committee believes there — is sufficient funds in their account, so no appropriation is necessary. Article 5 To see if the Town will authorize the Selectmen to install such sewer and water mains etc. Understand the Selectmen are asking for $15 ,000 for sewer and $45,000 for water mains. On article 5 the Shade Street sewer was discussed and approximately 560,000 is available two years after completion. Article 6. To see if the Town will vote to establish as a Town . Way, and accept the layout as a Town Way, Station Way from Edison Way to Municipal Parking area a distance of 78 feet, more or less etc. Understand the Selectmen are asking .$12,$70. the same as asked for before. Article 7 To see if the Town will vote to accept the alteration and relocation as a Town Way of Worthen Road from Waltham St. etc. any money involved would be approximately $100. Article $ To see if the Town will vote to establish as a Town Way and accept the layout of as a Town Way, Worthen Road from Cambridge Concord Highway 275 feet more or less etc. Understand no money involved in this Article #E . Article 9 To see if the Town will vote to establish as of a Town Way and accept the layout of as a Town Way, Buckman Drive from existing ?Buckman Drive a distance of 235 feet more or less etc. Understand money will be asked for but amount unknown at this time. Article 10 To see if the Town will vote to amend Article XVI • Section I of the Plumbing by—law etc. No money involved. Article II To see if the Town will vote to amend the zoning by—law to change certain land from RI to a C 3. No .money involved. Article 12 To see if the Town will vote to amend the zoning by—laws to permit the construction of underground fallout or blasts shelters, etc. No money involved. Article 1LTo see if the Town will appropriate money for Civil Defense, Personal Services etc. Understand they will request $9,000. for clerk and secretary. Article 14 To see if the Town will authorize construction and installation of a Civil Defense alarm system etc. Understand the amount involved will be $40,000. Article 15 To see if the Town will authorize a survey of all Town owned buildings to determine the fea74'-llity and practicability of construction fallout and blast shelters etc. Understand a survey will cost $10,000.00. Article 16 To see if the Town will provide for establishing an emergency Town Government center in the basement of the Cary Memorial Building or other location etc. Understand this will cost 38,000.00. Adjourned meeting here in the Town Accountantfs office at 9:30 P. M. and joined the Board of Selectmen to get further information and money involved in the above sixteen articles. The first matter of business taken up with the Board of Selectmen was Board of Health requesting a transfer of funds of $122.00, which was given to the Appropriation Committee first and no request made to the Board of Selectmer. This Committee got the proper approval for the $122. transfer from the Board of Selectmen. On Article 2 the Board of Selectmen are going to request $15 ,000 from Middleby School and $15 ,000 from E & D. Article 3 No funds, at most $1.00 expenditure. Article 4 Fire Department — ten paid Holidays which will amount to approximately $4,000. The Fire Department are asking for $5,462.00. Article 5 Board of Selectmen stated they will use available funds. Further explanation on Cabot, Cabot, & Forbes asking the Town to rezone . the section near Route #l28 and they will reimburse the Town for the sewer and water main construction. Article 6 Board of Selectmen asking for $12,870. the same as asked previously. This is necessary to get to the parking lot. Article 7 Worthen Road — Any money involved would be no more than $100. changing the corners. Article 8 No money involved. Road layout, not construction. Article 9 $4,000. for construction and land acquisition, maximum for land 10,000. Article 10 Plumbing by—law change, no money involved. Article 11 Zoning by—law, no money involved. Article 12 Amend zoning by—laws, no money involved. Article 13 $1,800. for clerk and secretary for two months Article 14 Warning system, Sirens and installation. $40,000 requested 341 Article 310,000. for survey. Article 16 Buildings are not the best but will use 815 ,000 for supplies, paper cups, dishes, food, etc. — The meeting adjourned at 10;40 P. M. Respectfully submitted Raymond L.
