HomeMy WebLinkAbout1961-09-25-AC-MIN.pdf 9 September 25 , 1961 The Appropriation Committee met on September 25, 1961 at 8:00 P. M. in the office of the Town Accountant. Present: J. Harper Blaisdell, Chairman Raymond L. White Temp.Sec. Maurice F. Shaughnessy Frank E. Douglas C. Roland Christensen John R. Bevan Richard H. Battin Copies of the 1962 Budget Estimate Sheets on Expenses and Personal Services were passed out to the members for their examination and discussion The Chairman spoke about 4, 7, 8, 10 and 11-J on the sheet which C Mr. Shaughnessy prepared and passed out to members at the last meeting 1-4 of. this Committee. An additional item which the Chairman spoke about was the garbage disposal problem. Mr. Blaisdell stated that the Town of Winchester sell their Garbage for $2,400 and he suggested that we might want to consider collecting garbage ourselves as it might be cheaper. The Chairman then spoke about the '.cpropriation Committee calendar for the year 1961-1962, assuming that the Town Meeting would be March 19, 1962. After considerable discussion the following calendar was prepared for meetings of the Appropriation Committee and visitation with other Committees, Boards and Department heads as follows: October 23 , 1961 Meeting with Selectmen and Building Committee October 30, 1961 Town Meeting-Planning Board, Sewer & School Building November 20, 1961 Fire Commissioner - Civil Defense November 27, 1961 Assessors December 11, 1961 School Committee January 15 , 1962 Public Works - Selectmen January 22, 1962 Library Trustees February 5 , 1962 Stand Committee February 12 , 1962 By-Law Meeting March 19, 1962 Town Meeting The Chairman spoke about considering getting together with the Capital Expenditures Committee and suggested combining both reports. The Chairman suggested that the Appropriation Committee select the cover for their report in December and have it printed. The book covers and addressing can be done before the report is printed. He suggested that we have the Lexington Minuteman address covers alone. He also suggested mailing the Appropriation reports to the Town Meeting members first by First Class Mail. The Chairman stated that we were to require and receive seventeen copies of Budget requests. All budgets to come in one week earlier so they can be mailed out one week earlier. _ Also a signed report to the Moderator before the Town Meeting. The Chairman stated that we must plan to meet with the Board of Selectmen and School Committee one week before the Town Meeting. Frank F. Douglas suggested that the Chairman of this Committee write to the-- State, Division of Accounts that a Committee has been appointed to investigate the matter of debt financing. Frank F. Douglas was asked to investigate this matter. So voted. A general discussion was had about self insurance by the Town and John R. Bevan was voted to investigate the pro and cons on insurance. Investigation should go on as far as time will allow so a good report cab be submitted. Budget reports to go to press on February 1, 1962. The meeting adjourned at 10:09 P. M.
