A meeting of the Appropriation Committee was held in the office
of the Town Accountant Tuesday evening, October 14, 1952 with the
following members in attendance:
Leon W. Bateman, Chairman
Ralph H. Tucker Raymond W. James
A. W. Cleveland Thomas J. Donnelly, Jr.
Gardner C . Ferguson
Ethel U. Rich Secretary
The meeting was called to order at 7:30 by Chairman Leon W. Bateman.
It was reported that John J . Sullivan is in Synimes Arlington Hospi-
tal recovering from an injury.
A letter received from Chairman Nickerson of the Board of Select-
men was read as follows :
"Mr . Leon W. Bateman October 9, 1952
Chairman, Appropriation Committee
Lexington 73, Massachusetts
Dear Sir:
Due to the tremendous increase in registrations, raising the
number of voters in Lexington to over 9800, it has become im-
perative to supply more voting booths and we are authorizing Cus-
tance Bros. to construct these for the November election in sum of
$687 for forty-nine which still leaves us shy at least thirty booths
of the number required by law.
The Board has considered this an absolute necessity inasmuch
as we are required to have a voting booth for every seventy-
five registrants and we request that you approve this amount
of money for a transfer from the Reserve Fund to the Elections
Account - Jurisdiction Selectmen.

It was voted to transfer the amount of $687 from the Reserve
Fund to Election-Expenses as Jurisdiction of Selectmen.
The following transfers which had been previously voted were
verified and are herewith recorded:

A letter has been received from James E. Collins, Welfare Agent,
requesting the sum of $2,500.00 be appropriated at the November Town
Meeting, for General Relief.
Mr. Stevens came in at 7:55 to discuss the question of having
an Article in the Warrant for Town Meeting, November 14th to ask
the Division of Accounts to make a study of the Accounting and Book-
keeping system in the various Town Offices with a view to more
efficient methods . Mr. Stevens will talk further with Mr. Dine
on this matter and report to us . Mr. Stevens left at 8:15. The
Committee members present agreed unaminously that it might be better
to hold out this Article and to ask the State Auditors when they are
here for their annual audit to make notes of any suggestions they
might have for improvements of our current methods and to include
such suggestions in the State Auditors report to the Town.
Mr. Rowse and Mr. Grindle came in at 8:20 with blueprints and a
complete report with regard to the Memorial Library to be constructed
in the new High School Building at an approximate cost of $4.0,000.00.
A general discussion followed and Mr. Rowse and Mr. Grindle left at
9 o'clock.
Mr. Burns came in at 9 o' clock. He explained to us how he had
been able to save on the bonding and also made a general report of
what he might have to ask for to complete certain projects before
end of the year. He said he would prefer to come in at a later date
when he would be able to present a more accurate figure for his
requests .
The Committee adjourned to the Selectmen' s Room at 9 :30, where
they were also met by the School Committee. Returned at 10:15.
The meeting adjourned at 10 :20.
The next meeting of the Appropriation Committee will be held
on November 3, 1952 at 7:30 P . M. in the Town Accountant( s office.

Committees at Hotel Shelton, Thursday evening, October 16, 1952
