HomeMy WebLinkAbout1951-11-27-AC-MIN.pdf MTNUTFS O1' THE MEETING OP THE APPROPRIATION COMMITTEE HELD ON November 27, 1951 A meeting of the Appropriation Committee was held in the office of the Town Accountant Monday evening, November 26, 1951 with the following members in attendance: Leon W. Bateman, Chairman Ralph H. Tucker Clarence E. Smith John J . Sullivan Thomas J. Donnelly, Jr. Raymond W. James Leslie C. Red Ethel U. Rich, Secretary The meeting was called to order at 7:30 by Chairman Leon W. Bateman. The minutes of the meeting held on November 19, 1951 were presented and approved with the exception that the amount reported transferred from the RF,serve Fund to Veterans Services-Aid & Expenses was erroneously recorded. The amount of this transfer voted November 19, 1951 was for $2000.00. Mr. Lindstrom came in at 7:40 to discuss his budget re- quests for 1952. Left at 7:55. The Recreation Committee, consisting of Howard Foley, Murray Potter and Robert Person came in at 8 :10 and a general discussion followed with reference to 1952 budget requests. Left at 9 :15. The Assessors, Leland Emery, William Burnham and Neil 'ronin came in at 9 :25 to present their 1952 requests . A general discussion followed and a further study will be made of the items presented. Left at 9 :55. A letter was read from Chairman Donald E. Nickerson, Board of Selectmen, as follows: November 2.1, 1951 Appropriation Committee Lexington 73, Massachusetts Gentlemen: We note yours of recent date advising us that you have voted to transfer the amounts we have recom- mended from the Reserve Fund. We gave further consideration to Mr. Carroll' s re- quest for 8500. We asked him to give us an exact 0 figure which he produced in sum of $406.43 and the Board is passing this along to you for your approval and transfer from the Reserve Fund. The vote was not unanimous because Mr. Driscoll and Mr. :finery were absent. The remaining three of us are not at all happy about this situation and wish you to know that if Mr. Carroll were well we might have failed to recommend as we did, but we believe under the circumstances of his ill health that the matter can be regarded as an emergency and really is one. We believe that the sum required for counting the proceeds of the parking meters should be withdrawn by vote of the Town Meeting each year in advance and that a special article should be prepared for the March Town Meeting to cover this item. Nickerson /s DEN:m Chairman, Selectmen The Committee agreed to write a letter to Mr. Nickerson stating they would be willing to vote the transfer provided a let `;er is received from Harold F. Stevens , Town Counsel, giving his opinion that such transfer is legally OK and within our powers to grant same. The next meeting will be held Monday evening at 7:30 with the following agenda: 7:30 Mr. Chapin - Veterans Services 8:30 Board of Fire Engineers The meeting adjourned at 11:00 P.M.
