A meeting of the Appropriation Committee was held in the
office of the Town Accountant on Monday evening, November 20, 1950
with the following members in attendance:
Howard A. Patterson, Chairman
William M. Hall Clarence E. Smith
Thomas J. Donnelly,Jr. Leon W. Bateman
Joseph J. Sullivan A. W. Cleveland
Ralph H. Tucker Raymond W. James
Frank D. Walker, Secretary
The minutes of the meeting held on October 30, 1950 were
presented and approved.
Letter received from Harold E. Stevens read and approved
as follows:
"James J. Carroll, Town Clerk and Treasurer
Town Office Building
Lexington 73, Massachusetts
Dear Jim:
This will acknowledge receipt of your letter of
November 2, 1950 requesting my opinion on letter from Ethel U.
Rich, Acting Secretary of the Appropriation Committee, to you
dated November 2, 1950, a copy of which you enclosed. In the
enclosure you were advised that the Appropriation Committee
at a meeting held October 30, 1950 voted "To confirm the
appointment of Frank D. Walker, who has been engaged to act
as special consultant for this Committee from September 15,
1950 for as long as this Committee desires his services and
to pay for such services from the Appropriation Committee -
Expense Account at the rate as determined by the Appropriation
Committee for such expenses incurred. "
In my opinion, the A.)propriat ion Committee has the
authority to employ a Special Consultant within the limits of
its appropriation and to make payment to such consultant of a
reasonable amount to cover his expenses. If it desired to do
so, I believe the Committee could pay a consultant compensation
for services as distinguished from reimbursement for expenses .
It is further my opinion that Frank D. Walker can
be employed in that capacity and is not barred from being paid
expenses by reason of his being on active duty in the Armed
Forces.

Letter received from Edward. F. Chapin requesting additional
funds for Veterans Benefits - Aid & Expenses was presented and
read.
Letter received from James E. Collins requesting additional
funds for Public Welfare - Aid & Expenses was presented and read.
It was voted to transfer 8100.00 from the Reserve Fund to
Appropriation Committee - Expenses.
Mr. Chapin came in at 8:45 to explain needs for additional
funds : left at 8:50.
Mr. Collins came in immediately at 8:50 to explain needs
for additional funds in Public Welfare - Aid & Expenses Account.
Left at 9 :10.

4t It was voted to transfer the following from the Reserve Fund:
Veterans Benefits - Aid & Expenses $ 400.00
Public Welfare - Aid & Expenses 1500.00
Law Department - Special Fees 1500.00
The Assessors came in at 8:10 to discuss their budgets
and the reassessing problem. Left at 9 :05.
The Articles on Warrant for Town Meeting to be held Monday
evening, November 27, 1950 were reviewed with the following votes:
Art. 4 - Voted to appropriate $3,500 & trans . from E. & D.

9-10 Recommend indefinite postponement.
The next meeting of the Committee will be November 27, 1950,
Special Town Meeting.
The next regular meeting of the Committee will be on December
4, 1950 when the budgets will be started. It is hoped at this
meeting to be able to go over the budgets of the Fire Department,
Police Department, Veteranst Services and Town Clerk-Treasurer
and Town Clerk-Elections.
The meeting closed at 10:00.
