APPROPRIATION COMMITTEE HELD AT
7:30 P. M. January 30, 1950
The meeting was called to order by Chairman, Howard A. Patterson
in the Town Accountant' s Office, with the following members in atten-
dance:

The minutes of the meeting held on January 23, 1950 were presented
and approved.
A meeting of the Committee was held Saturday A. M. January 28 , 1950,
opening at 9 :30 in the Town Accountant' s Office. Mr. DeFoe met with the
Committee at this time to discuss his Capital Expenditures Budgets. The
meeting adjourned at 12:15 P. M.
The meeting held January 30, 1950 discussed the following Capital
budgets and agreed upon the amounts as indicated with the exception of
Sidewalks and Curbings and the answers on these are, according to
iVir. DeFoe:
Sidewalks : Not even enough money to do the jobs antici-
pated. It is mostly repairing old sidewalks
which are now dangerous. Actually no survey
has been made.
Curbings: Continue the curbing on Woburn St. to Utica St. ,
which was included in 1949 budget but not
accomplished. ( 1,100. ) The remainder where-
ver requested.
From Transfer Bonding
Police Cruiser 1,250.
Fire-Chiefs car 1,900.
Sewer ( 30 & 18) 48,000.
Drain 30,000.
Chapter 90 Const. 8,000.
Road Machinery ( Cap) 18, 700.
Sidewalks ( tentative) 6,000.
Curbings ( tentative) 2,000.
Recreation Committee 4,500.
Water 60,000.
Cemetery 1,500.
Schools ( 145,000. ) 45,000. 100,000. 10 yrs.
E. Lex. Fire Station 15,000.
Damages Waltham St. 650.
$242,500.00

The following might be suggested as methods of transferring to
satisfy the $242,500:
E. & D. 153, 800.
Road Machinery 18, 700.
Sewer Assessment Fund 25,000.
Water " " 25,000.
Water Available Surplus 10,000.
Overlay Reserve 10,000.
$242,500+
The result of doing the above will be as follows:
Reduce E. & D. to $250,000. leaving a maximum of 811, 200. to be
transferred at a Special Town Meeting. It will only authorize the
borrowing of $100,000. during 1950, but will put the Town in a bor-
rowing position for Sewer Loan in case a major project came up. It
does not take into consideration the cost of any other jobs such as
Police Station, Barnes property, etc. Everyone should look ahead for
two or three years and see what has actually got to be bonded and in
all fairness to the taxpayers, try and keep the bonded indebtedness
to a minimum this year. Next year this is the prospect for borrow-
ings:
Outside Debt Limit
New High School $1, 750,000.
Inside Debt Limit
If the Wheeler property, Simonds property, Wood Street
development, along with Woodhaven development coming in, the Sewer
problem in the areas mentioned above will, for Trunk-lines alone,
run into approximately $750,000. This includes low level sewer.
In order to do the above projects which most everyone
now believes is necessary it will be necessary to keep the borrow-
ing for 1950 at a minimum.
The following articles were given unfavorable consideration:
April 19 - additional 13, 000.
Reassessment of Town 30,000.
4 new radios Fire Department
The Capital budgets were discussed with Long Range Plan-
ing Committee from 8:05 until 10:00 P.M.
Meeting adjourned at 11 :05 P. M.
