MINUTES OF THE MEETING OF
THE APPROPRIATION COMMITTEE HELD
December 12, 1949 at 7:30 P.M.
The meeting was called to order by Howard A. Patterson, Chair-
man in the Town Accountant' s Office with the following members in
attendance:
William M. Hall Ralph H. Tucker
Tom J. Donnelly Jr. Emile J. Vadeboncoeur
Leon W. Bateman
Frank D. Walker, Secretary
The minutes of the meeting held o n December 5, 1949 were pre-
sented and approved.
Letter from Board of Health was presented, reads as follows:
"Mr. Howard A. Patterson December 8, 1949
Chairman, Apnropriation Committee
Lexington, Massachusetts
Dear Mr. Patterson:
Inasmuch as the funds in the Board of Health - Expenses
Account are practically depleted, it will be necessary
to have a transfer. The Board of Health, therefore, res-
pectfully request a transfer from the Reserve Fund to the
Health-Expenses Account in the amount of $700.
An explanation of this amount is attached.
We have also been advised by the Town Accountant that it
will be necessary to have a transfer to the Personal Ser-
vices Account in the amount of $93.64. Apparently when
the budget was figured, including Mr. Lamont, former
Health Inspector and Mr. Jackson the Sanitarian, suffi-
cient funds were not provided.
Your attention will be sincerely appreciated.

Dr. Cosgrove and Prof. Russell were present to discuss the
necessity of a transfer with reference to the above request. They
left the meeting at 8:05.
Discussed Daddario abandonment of Contract.
The School Committee came at 8:25 and discussed their budget
until 10:00 P.M.

The Committee then adjourned to the Selectmen' s room to
discuss the Sewer Contract. Returned to the Accountant' s Office
at 10:30. Discussed necessity of telephone meeting in order to
transfer.
It was voted to call a special meeting instead of having
a telephone meeting.
It was voted to send the following letter to Board of
Selectmen, with reference to the necessity for all transfers:

Board. of Selectmen
Town Office Building
Lexington, Massachusetts
Dear George:
At a meeting of the Appropriation Comr::ittee
h1d on December 12, 1949 it was unanimously voted to
refer your Board to Section 31 of Chapter 44 ( copy en-
closed) relative to the overdrafts of these accounts
which are needing transfers.
It is the opinion of this Committee that when an
appropriation is exhausted that particular project should
come to a halt until funds are made available. That after
the transfer only emergency work should be carried on. As
it is now the departments continue at their accelerated
spending pace and expect the Appropriation Committee to
transfer the funds whenever they request it, and deem
each transfer an emergency.

Letter received from Mr. Chadwick, Weights aid Measures, with
reference to transfer of $6.82 in order to pay current bills.
It was voted to make the following transfers:
Health - Personal Services 93.64
Expenses 770.00
Weights & Measures - Expenses 6.82
The meeting adjourned at 10:55 P.M.
