MINUTES OF THE MEETING OF
THE APPROPRIATION COMMITTEE HELD
November 7, 1949 at 7:30 P.M.
The meeting was called to order by Chairman, Howard A. Patterson, i
in the Town Accountant' s Office with the following members in atten-
dance:
A. W. Cleveland Leon W. Bateman
Clarence E. Smith Thomas J. Donnelly, Jr. ,
Robert W. Fawcett Ralph H. Tucker
Frank D. Walker, Secretary
The minutes of the meeting held October 31, 1949 were accepted
and approved.
It was voted to rescind previous motion of 04,500. for Police radio.
It was voted to approve 04,700. for Police radio.
The following letters were received from Board of Selectmen:

Chairman, Appropriation Committee
Lexington, Massachusetts
Dear Mr. Patterson:
Thank you for your letter of October 11 citing an instance
where the purchasing of paper towels by various departments
in varying quantities resulted in the town paying lifferent
prices for the sane article.
We are certainly heartily in accord with any suggested pro-
gram that will result in more efficient purchasing, but we
think that this matter is Primarily one that the Aonropriatim
Committee wo,iid m ore logically sponsor, at least in its initial
stages.
Under our prevailing departmental setup we raise the question
as to whether much central buying could be accomplished without
the voluntary co-operation of the departments involved. However,
if such voluntary co-operation could be secured throuh the work
of the Annropriation Committee could not some program such as you
suggest be put into at least partial effect either now or with
the beginning of the New Year?
We would be very glad to see you do whatever can be done along
these general lines and will be pleased to give you any help
that can co.m.e from this Board. However, as I have said above,
we think that logically the project should be developed through
the Appropriation Committee. We shall be glad to discuss tl:is
whole situation with you at any time and thank you for bringing
the matter to our attention.

Dear Patterson:
We refer to your protest of last Monday evening relative to
having visitors in the room when you were in joint conference
with the Board of Selectmen.
Your position is, of course, absolutely sound and we shall see
to it that in the fiture you are not similarly embarrassed.
As it nay be very difficult to admit visitors on one occasion
and not on others, I thing it not unlikely that the Board. will
decide that in the future it will be wise not to have any visitors
present whenever the Board of Selectmen is meeting executive
session.

Webster Thomas came In at 9:10 to discuss Article 14. Also dis-
cussed using ;130.00 for new pipes . Said ;130. is part of X230.
appropriated for painting trim which is not able to be accomplished
until next year. Left at 9 :35 P.M.

It was voted to authorize the t s �$
for new feed pipes.
It was voted to approve the appropriation of 5,000. for Article 14,
inasmuch as a member of our Committee was going to be a member of
the proposed Committee.
A schedule of meetings up until the Annual Town Meeting was sti.b-
mitted ( Copy enclosed herewith) .
Discussion of articles in the Special Town Meeting followed with
agreements on each.
Meeting adjourned at 10:15 P.M.
