MINUTES OF THE MEETING OF
THE APPROPRIATION COMMITTEE HELD
September 12, 1949 at 7:30 P.M.
The meeting was called to order by Chairman, Howard A. Patterson
in the Town Accountant' s Office with the following members in atten-
dance:

The minutes of the meeting held June 6, 1949 were accepted and
approved, and Leon W. Bateman was welcomed to the Committee.
It was decided that this year when a Department comes before the
Appropriation Committee that the members of that sub-committee concern-
ed should conduct the introduction questions as they are the ones most
closely connected with the subjects to be discussed. When they are
finished that questions from the rest of the Committee would be welcomed.
The letters and answers from the Fire Engineers, with a cover
letter from the Board of Selectmen were brought up and discussed.
The Board of Fire Engineers came in to the meeting at 8:00 P. M. with
the following members present :

Harold Roeder George Hines
Bob Fawcett
Bob,Fawcett conducted the interview. The Board left at 9:10 P. M.
The following letter was sent to the Board of Engineers:
"Harold E. Roeder, Chairman September 13, 1949
Board of Fire Engineers
23 Cedar St.,
Lexington, Mass.
Dear Mr. Roeder:
After giving careful consideration to your letter
pf August 20, 1949 and as a result of our joint meeting of
last evening, the Appropriation Committee voted to transfer
330.00 from the Reserve Fund to Connection of Fiske School
Fire Alarm System. This amount we believe is the contract
price for the work by Mr. Bills.
As for any additional amount to your Expense Account,
we feel that you should use other accounts within the total
appropriation which have not been overdrawn to handle any
deficiency. As you stated, you were contemplating purchas-
ing an additional motor generator with the balance of the
account, this Committee feel as though you should endeavor
to keep your current expenses within the total $18,000.00
as appropriated without any transfers.

We cannot deter you from promoting the men, but we
believe in all fairness to the Town Meeting Members that
they should say whether you should now increase your next
years' appropriation for Personal Services.

A letter from the Dog Officer was read as follows:

Dear Sir:
I respectfully request a treansfer of $318.75 from
the Reserve Fund to the Dog Officer - Expense Account to
take care of expenses, care and feeding of dogs for the
remainder of the year.

It was voted to lay this request for transfer on the table.
A letter from the Board of Selectmen was read as follows:
"Mr. Howard A. Patterson August 9, 1949
Chairman, Appropriation Committee
Lexington, Massachusetts
Dear Howard:
The Board voted last evening to apply to your Comm-
ittee for a transfer of $100. from the Reserve Fund to the
Selectmen' s Unclassified Account. The balance now on hand
itself indicates the need for a transfer, with one-third
of the year still remaining.
The Selectmen have authorized the 19th of April Planning
Committee to use the Selectmen's Unclassified Account to the
extent of $50. for postage, etc. and it would appear prudent
that a transfer be made to replenish tits account.

It was voted to transfer $100.00 from the Reserve Fund
to the Unclassified Account.
A letter from the Treasurer was read as follows:
"Howard A. Patterson September 9, 1949
Chairman, Appropriation Committee
Lexington, Massachusetts
Dear Howard:
It will be necessary, at this time, to ask for a
transfer of $79.50 for the account of Treasurer' s Expenses
in connection with the recent Sewer Loan of $45,000.00.
It was necessary to pay $45.00 for the certifications of
the notes, also there is an outstanding amount of $34.50 for
the printing of same.
These amounts were not included in the annual budget
as there is no way of telling what amounts would be required
each year for the issuing of notes or bonds.

It was voted to transfer $79.50 from the Reserve Fund to the
Treasurers - Expenses.
It was voted to transfer $330.00 from the Reserve Fund to the
Connection Fiske School Fire Alarm System.
A letter from Donald M. Fifield was read as follows:
"Howard A. Patterson July 28, 1949
Chairman, Appropriation Committee
Lexington, Mass.
Dear Mr. Patterson:
At the March 21, 1949 Town Meeting the voters directed
the Moderator to appoint a committee to make a thorough study
of the present capital outlay requirements of the Town and
those that may reasonably be anticipated within the next five
years.
This Committee has been appointed and has commenced its
study of Town problems as directed. In order to obtain as
much information as possible it has been decided to invite
the various town officers and departments to present their
ideas on this'ratter.
Beginning August 17, 1949 this Capital Outlay Comm-
ittee is planning to meet at the Town Hall on every Wednes-
day evening between eight and ten o' clock. In order to
give each department sufficient time to present its views
we have drawn up a tentative schedule. Your committee has
been scheduled for September 28th. If this is not convenient
please advise me and we will arrange a date on some other
Wednesday evening.
I am enclosing a copy of our tentative schedule for
your information.
