Wenlock, Chair- man, in the Town Accountant' s Office with the following members in attendance: Howard A. Patterson Clarence E. Smith William M. Hall A. W. Cleveland Ralph H. Tucker Thomas J. Donnelly Jr. Emile J. Vadeboncoeur Robert W. Fawcett Frank D. Walker - Secretary The first order of business was the election of Chairman, Vice-Chairman and Secretary. Mr. Howard A. Patterson, being elected unanimously, assumed the chair from retiring member and Chairman Harvey F. Winlock. William M. Hall was elected Vice Chairman and Frank D. Walker, Secretary. The Committees for the year were appointed as follows: Ralph H. Tucker Public Works - A. W. Cleveland Thomas J. Donnelly Jr. Schools and William M. Hall Libraries - Clarence E. Smith Police A. Fire Robert W. Fawcett Welfare, Veterans Emile J. Vadeboncoeur & Cemeteries - Lee E. Tarbox Minutes of the meeting held March 7, 1949 were approved as presezited. Letter from James J. Carroll, Town Clerk was read, as follows: "Town of Lexington May 9, 1949 Appropriation Committee, Frank D. Walker, Secretary. Gentlemen: At this time I would ask for a transfer of p100.00 to the account of Town Clerk-Election Expenses. Eighty-seven dollars of this amount is for the printing of the ballots for the special election held April 26, 1949 and forty-five dollars has been spent for the repairing of the Bulletin Board, Precinct Three, Meriam Street, which amount was not included in the origi- nal appropriation. Carroll C er1],Board of Registrars It was voted to transfer $89.50 from Reserve Fund to Town Clerk - Elections Dept . and send a letter to Mr. Carroll advising him that de- partment heads should use all possible means to keep within their appro- priations. The Chairman spoke about two important things we should strive to do this year in our deliberations: 1. Order during the meetings so that all information should be dissiminated to all the members of the Committee. 2. Sub Committees sho1:ld be the backbone and pulse of the Committee, finding out what goes on in the depart- ments and what are the actual needs of the department. It was voted to send a letter to the Selectmen relative to long range planning and what their policy will be. During the budget season a report on overtime in the Public Works Department was made which results were staggering. Total overtime hours in 1948 totaled 20,381 @ average rate of $1.10 or $22,419.10 $22,419.10 A survey and report by members of the Board of Selectmen shows that the Department can be operated on 1600 hours of overtime in any �-- one year which when transferred into hours paid equals 2400 hours @ average rate 41.10 2,640.00 Net saving to Town on overtime $19,779.10 The meeting adjourned at 9:45 P.
