Call to Order: A public hearing of the Historical Commission was held remotely through
Zoom. The meeting convened at 7:03PM
Historical Commission Members in Attendance:
Marilyn Fenollosa, Chair, Wendall Kalsow, Susan Bennett, David Kelland, Diane Pursley and
Katie Flynn

Public hearing regarding the partial building demolition at 9 Audubon Road

SUMMARY:
9 Audubon Road was built in 1907, it is a shingle style and is known as the Katherine Stone
House. Mr. Sachs gave a brief introduction of the proposed addition. Mr. Sachs is proposing to
design an addition to the back of the house to accommodate space for the homeowners' parents
to come and visit. Ms. Halpern described the proposed plans. He is proposing to demolish the
existing one-story screened porch at the back of house, add a one-story living room/music room
addition at back of house, and add a one-story bedroom addition at back of garage.
HC COMMENTS:
Mr. Kalsow asked if they are keeping the existing windows. Ms, Halpern said yes. Ms. Bennett
asked if the garage was added a few years ago. Mr. Sachs said yes it was added a few years ago.
Mr. Kalsow complimented the applicants' drawings clearly showing existing and proposed
elevations. Mr. Kalsow was pleased to see how the plans were thought through to meet the
family's needs and keep the addition in the back of the house. The Commission agreed.
PUBLIC COMMENTS:
Stephen Deutsch of 6 Audubon Road is in favor of the project.
MOTION:
Moved by Mr. Kalsow to find the structure at 9 Audubon Road preferably preserved and approve
the partial building demolition. Seconded by Mr. Kelland.
VOTE:
6-0 In favor of partial building demolition: Mr. Kalsow, Mr. Kelland, Ms. Pursley, Ms. Bennett,
Ms. Flynn and Ms. Fenollosa.

SUMMARY:
Mr. Chitouras described the proposed plans for 16 Middle Street. He is proposing to replace rear
addition with an addition with the same width but extended by 16 feet, and bump out the existing
1 st floor bedroom by 12 feet(same existing width) in order to move the laundry from the
basement to the first floor. Mr. Chitouras would like to do this in order to accommodate the
laundry on the main floor.
HC COMMENTS:
Ms Pursley asked if the sunroom was original to the house. Mr. Chitouras was unsure, he said it
was a 3-season porch at one point but does not think it was there originally. Mr. Kalsow
welcomes this type of addition to the back of the house and feels it fits with the original character
of the house.

Moved by Ms. Bennett to find the structure at 16 Middle Street preferably preserved and approve
the partial building demolition. Seconded by Mr. Kalsow.

SUMMARY:
The Parker family is looking to make renovations to their home to accommodate their family's
needs. The home is part of the Upper Turning Hill Road neighborhood, and features the typical
low sloped roof design and vertical stained cedar siding characteristic of the "Peacock Farm"
houses. Mr. Shulman described the proposed plans for 11 Dewey Road. He is proposing to
create an entryway since there isn't one currently and there is no room for storage. He is
proposing to create an addition at the north side of the home and relocate the existing shed in
order to create a new detached two-car garage, which will match the roof pitch and exterior
detailing of the existing home.
HC COMMENTS:
Ms. Bennett was pleased to see an addition that is sensitive to the historic house that respects the
roofline and overall look of the neighborhood. The Commission agreed. Mr. Kalsow
commented that the screen door depicted in the drawing did not fit with the rest of the design
aesthetic of the addition. Ms. Flynn echoed Mr. Kalsow's comment.

the partial building demolition. Seconded by Mr. Kelland.

SUMMARY:
Mr. Kulkarni is the homeowner of 59 Ward Street. Mr. Kulkarni has tried to market the home but
has received no offers. Ms. Jain is the realtor for 59 Ward Street. Ms. Jain was unaware the
home was on the Historical Commission's Inventory of Cultural Resources and feels the home
needs a lot of work, which is why there have been no offers.
HC COMMENTS:
Ms. Fenollosa said 59 Ward Street is a contributing home to the Meagherville Neighborhood.
Mr. Kelland feels there has not been a reasonable bona fide effort made to sell the house. The
home has been on the market less than 30 days and there is still a good chance the house can sell.
Ms. Pursley agreed with Mr. Kelland. Ms. Pursley commented on the marketing pictures which
make the house look very desirable, sunny and bright. The real-estate listing shows the home to
be in great condition. Mr. Kalsow complimented the homeowners for having good
documentation on marketing the home and would like to see what happens after about 30 more
days. Mr. Kelland feels the homeowners should come back in a few months once the home has
been on the market a longer period of time. The Commission agreed.

Moved by Mr. Kelland find the structure at 59 Ward Street preferably preserved and to impose a
one year demolition delay expiring on November 17, 2022. Seconded by Mr. Kalsow.
VOTE:
6-0 In favor of imposing demolition delay: Mr. Kalsow, Mr. Kelland, Ms. Pursley, Ms. Bennett,
Ms. Flynn and Ms. Fenollosa.

Review of CPC Needs Assessment Report Historic Resources Section
-Ms. Fenollosa sent the Commission the report for comments. Mr. Kalsow felt the report was
nicely done. The Commission agreed.
A motion was made by Mr. Kalsow to approve the Historic Resource section of the Needs
Assessment Report. Seconded by Mr. Kelland.
6-0 in favor: Mr. Kalsow, Mr. Kelland, Ms. Pursley, Ms. Flynn, Ms. Bennett and Ms. Fenollosa

Updates
-Update on the Historic Houses Review Study
Ms. Bennett told the Commission the project is complete. There are 6 structures that qualify for
dendrochronology. Next steps will be to follow up with MHC regarding funding.

Vote to accept meeting minutes dated June 16'h 2021
- Motion made by Ms. Bennett to approve minutes dated October 15'h 2021. Seconded by Mr.
Kelland
3 in favor of approving minutes: Ms. Bennett, Mr. Kelland and Ms. Fenollosa with Ms. Flynn,
Mr. Kalsow and Ms. Pursley abstaining.
