MEETING MINUTES LEXINGTON MA
September 14'2021
Call to Order: A public hearing of the Historical Commission was held remotely through
Zoom. The meeting convened at 7:03PM
Historical Commission Members in Attendance:
Marilyn Fenollosa, Chair, Wendall Kalsow, Susan Bennett, David Kelland and Robert Rotberg
AGENDA ITEM#1 (7:05PM)
Discussion and Vote on FY23 CPA funding for conservation of historic documents
APPLICANT (S) PRESENT:

SUMMARY:
Ms. Yates came to the Commission to ask for their support for the proposed CPA funding of
$20,000 to preserve and digitize the town's historic documents. Ms. Yates went over the
documents that need to be preserved and digitized.
HC COMMENTS:
The Commission feels these documents are important and support this need.
MOTION:
Moved by Ms. Bennett to find the following documents to be "Historic resources" within the
meaning of the Community Preservation Act and support the proposed CPA funding of
continuing to preserve and digitize the town's historic documents:
-1927 blueprints for the Cary Memorial Building
-Tax Warrants and Acts of Massachusetts, 1778-1823
-Police Department Journal, 1874-1909

Continued hearing regarding the roofline change at 7 Angier Road

SUMMARY:
Mr. Huang came to the Commission last month for a roofline change at 7 Angier Road. Mr.
Huang listened to the Commission's comments and made changes to the proposed plans. Mr.
Huang has now scaled down the addition relative to the existing house.
HC COMMENTS:
Ms. Fenollosa thanked Mr. Huang for listening to the Commission's comments from last month,
and feels the design is much improved and more in keeping with mid-century modern
architecture. Mr. Kalsow echoed Ms. Fenollosa but asked if Mr. Huang could make a few
changes: Matching existing siding with vertical siding, having the front addition project no more
than 8 feet in front of original house, and having the height of proposed roof not to exceed 6 feet
above existing the roofline. The Commission agreed with Mr. Kalsow's comments.
PUBLIC COMMENTS:
Mr. Fleischmann has lived in the neighborhood for 40 years. Mr. Fleischmann had many updates
to his home around 1990, increasing the square footage by 50% and raising the roofline (in the
rear) by one foot. Mr. Fleischmann appreciated Mr. Kalsow's comments which help with his
own concerns of the proposed work.
MOTION:
Moved by Mr. Kalsow find 7 Angier Road preferably preserved and approve the plans presented
to the meeting with the following modifications:
1. The siding on front of the addition will be vertical wood siding to match the existing house
2. The front addition shall project no more than 8 feet in front of original house
3. Height of proposed roof shall not exceed 6 feet above existing the roofline and the owner
and Architect are requested to consider reducing the height of the addition.
The Owner and Architect are requested to consider modifying the roof line of the addition so that
it mirrors the 2 roof slopes of the original house. (The left eave height of the addition may
increase in height so long as the max. height of the addition does not exceed 6 feet- above the
original house.). Seconded by Mr. Kelland.

5-0 in favor: Mr. Kalsow, Mr. Kelland, Ms. Bennett, Mr. Rotberg and Ms. Fenollosa

Public hearing regarding the full building demolition at 1 Revolutionary Road
APPLICANT (S) PRESENT:
Trina Murphy, Developer

SUMMARY:
Ms. Murphy described the home at 1 Revolutionary Road. The home is 1,000 square feet and
not livable or marketable in the current state and she is asking the Commission to approve
demolition.
HC COMMENTS:
Ms. Fenollosa went over a brief history of 1 Revolutionary Road and the demolition delay
bylaw. The home was designed by Royal Barry Wills, a leading architect in the Cape Cod style
of homes. Because of its significance, we will need to see that a bonafide effort has been made
to try and sell the home to someone who would preserve it before we can authorize demolition.
The Commission echoed Ms. Fenollosa's comments.

MOTION:
Moved by Mr. Kelland to find 1 Revolutionary Road preferably preserved and impose a one year
demolition delay expiring September 141h 2022. Seconded by Mr. Rotberg.
VOTE:
5-0 in favor of imposing one year demolition delay: Mr. Kelland, Mr. Rotberg, Ms. Bennett, Ms.
Fenollosa and Mr. Kalsow.
AGENDA ITEM#4 (8:06PM)
Signs in Lexington
-The Commission will discuss the signs in Lexington in a few months once Mr. Rotberg has
photographed some competing town signs to review.
AGENDA ITEM# 5 (8:08PM)
Updates
-Update on the Historic Houses Review Study
Ms. Bennett told the Commission Mr. Larson has completed all of the site visits and drafts of the
Form B's. There has been positive feedback from the homeowners. Next steps: Ms. Fenollosa
will reach out to MHC to set up a meeting for their feedback. The consultant still needs to
recommend potential National Register nominations.
-69 Pleasant Street
There is a new proposal before the Planning Board for a site sensitive development at 69
Pleasant Street. This home was built in 1850 and is not on the Comprehensive Cultural Resource
Survey. Ms. Pursley did some research and discovered that Caroline Wellington, a local
suffragette, lived there. Ms. Fenollosa asked the Commission if this home is worth preserving.
The Commission wants to know the results from the Planning Board meeting and more
information on the home and setting.
-Route 2 Mass DOT Project
Mr. Kalsow received a note from Massachusetts DOT Cultural Resources group for the Battle
Road improvements: They are trying to review and incorporate the National Park Service
Superintendent's comments and then will distribute updated plans when they are available.

- Motion made by Mr. Kelland to approve minutes dated August 181h 2021. Seconded by Mr.
Rotberg

Fenollosa
AGENDA ITEM#8 RECONSIDERED
Mr. Huang came back to the Commission to say that he had rechecked his drawings and that the
height of the proposed addition is 9'-3" above the ridge of the original house and asked the
Commission to modify the approval of proposed work to indicate this corrected height.
A motion was made by Mr. Rotberg to amend the Commission's original decision on the height
of the addition from 6 feet to 913".
Seconded by Mr. Kelland.
5-0 In favor of modification: Mr. Rotberg, Mr. Kelland, Ms. Bennett, Ms. Fenollosa and Mr.
Kalsow.
