HomeMy WebLinkAbout1972-02-02-AC-MIN.pdf 42 3 The Appropriation Committee held a meeting , at 7:30 P.M. , on Wed- nesday, February 2, 1972, in the basement meeting room, Town Office Building, Lexington. Present were Edward F. Furash, Chairman, Jack L. Mitchell, Vice Chairman, Elizabeth M. Flynn, Secretary, Arthur T. Bernier, Levi G. Burnell, Howard L. Levingston, H. Bigelow Moore, Donald B. White and Richard M. Perry, Comptroller. - Meeting with Appropriations were Capital Expenditure Committee mem- bers, R. Kingston, Chairman, L. Whitman, G. Silverman; PBC members, 0. Brown and R. Whitman; Library Trustees F. Bailey, Chairman and I . Mabee; Library Advisory member S . Stolz and Library Director, R. Hilton and S . Nicole, Assistant Director. to Library Chairman Bailey outlined their proposal for a central library 1-4 addition and renovation. The 13;000 sq. ft. of addition would cost • approximately $1,600,000. This with renovations of the present facility should be adequate into the 1980's . In request of the Appropriations Committee, a sampling of user' s was presented. Of 1500 households from streets lettered A to C 37/4 (551 people) borrowed-approximately 2/3rds of the families are using the Library. In discussion of a comparison of costs between the Library building and the Town Office Building, it was stated that under Fees, $66,300. (TOB) and $139,000. (Lib) , the latter figure was perhaps too high; and that under Clerk-of-Works, $21 ,000. (Lib) was high. During TOB construction, it was explained, the Clerk-of-Works was -- an employe of the Town DPW. Chairman Bailey stated that, if the Article in Town meeting is approved, the Library could be completed by 1974 . Otis Brown, of the PBC, presented a statement proposing a completely new Library building, at a new location. The same square footage in a new building would cost approximately 01,600,000., the same amount projected for the present library and addition. Chairman Furash thanked the Committees present and said that the material presented at this time to his Committee, was improved and more cohesive . He, also, stated to Mr. Brown that the Committee would review his proposal . The meeting was concluded at 9:20 P.M. Executive session was moved, to meet with Library Trustee Chairman, Bailey, Library Advisor Stolz and Library Directors Hilton and Nicole. Chairman Furash reported to them that their Library expense budget of $83,114. was too high. He requested that they review this and submit a new budget reflecting only a 5cg increase in controllables . Areas of control were discussed. With respect to Library Personal Service requests, Director Hilton listed as Personnel priorities, the following: 1. Senior Page-Reference Dept. $1,550. Minutes of meeting held on February 2, 1972 - page 2 Library priority list of personnel - continued: 2 . Library technician - reference and office %3,574. 3. part time help - Sundays and children' s lib. 7148 . 4. page - technical services 690. The Library will report by February 12th. F lyn Secretary The Appropriations Committee held a meeting, at 8:30 A.M., on Satur- day, February 5, 1972, in room 111, Town Office Building, Lexington. Present were Edward E. Furash, Chairman, Jack L. Mitchell, Vice Chair- man, Elizabeth M. Flynn, Secretary, J. H. Blaisdell, Howard L. Leving- ston, H. B. Moore, Donald B. White and Richard M. Perry, Comptroller. Meeting was held at 9:00 A.M., with Selectmen Cataldo, Busa and Riffin, and Town Manager O'Connell, in the Selectmen ' s Room. A review, in depth, was made of submitted expense budgets . The Selectmen will report back to the Committee by Monday, February 7th, with any reductions in budget. Chairman Furash stated, to the Selectmen, that the projected Tax Rate, at this time, was $68.00. The next meeting night is scheduled at 7:30 P.M. , on Monday, February 7, 1972.
