The Appropriation Committee held a meeting, at 7:30 P.M., on Monday,
January 24, 1972, in room 111, Town Office Building, Lexington. Pre-
sent were Edward E . Furash, Chairman, Jack L. Mitchell, Vice Chairman,
Elizabeth M. Flynn, Secretary, Arthur T . Bernier, J. H. Blaisdell,
Howard L. Levingston, H. B. Moore, Donald B. White and Richard M.
Perry, Comptroller.
The Chairman announced that the second meeting of the Massachusetts
Association of Finance Committees would be held on Thursday, January 27,
1972, at 6:30 P.M., at Howard Johnson' s in Burlington.
Member Flynn will represent the Committee at a demonstration of a
vacuum sweeper at the DPW building, on ,Friday, January 28.
The meeting was adjourned at 7:55 P.M. to meet with the Selectmen, in
the Selectmen's Room. Present were Selectmen Chairman R. Cataldo,

A . Kenney, N. Riffin, F. Bailey and A. Busa. Also attending were
Town Counsel Legro and Town Manager O'Connell. Also in attendance
were Capital Expenditures Committee members R. Kingston, Chairman,
L. Whitman and S. Dailey.

The Appropriation Committee adjourned, at 10:15 P.M., to Room 111.
Observing the meeting were : S. Brynes, a town meeting member, Mrs .
Olsen, of the LWV, and Glenda Goldberg, a citizen.

Chairman Furash requested a report from Member Bernier on his meeting
with Administrators of the Mystic Valley Health Association. Member
Bernier stated that their request for $18,346 . is only a 3g increase
over their 1971 request . The Association carried 410,000. over
from last year-they collected $10,000. more in fees-Health insurance
agencies have been more generous . They treated more patients last
year ( group therapy) , but with increasedState aid and more liberal
Health plans, they felt that Town participation requests would be
remaining constant.

In reviewing the Expense Budgets, it was determined that, excluding
Interest on Debt and Maturing Debt, there was about a 104 increase
in controllables . It was decided that the Selectmen would be re-
quested to make an effort to reduce this increase to 5,r".
At 10:50 P.M., Selectmen Cataldo, Kenney and Busa joined the meeting.
Chairman Furash informed the Selectmen of the Committee' s desire
for a review of budgets with only a 5'/, increase in. mind. The Select-
men will do so.
The next meeting is scheduled on Saturday, January 29, 1972, at
8:30 A.M.
The meeting was adjourned at 11:15 P.M.
