I[EMNG11"ON NEA Call to Order A meeting of the Lexington Housing Assistance Board (LexHAB)was called to order at 4:05 pm. LexHAB members present were Bob Burbidge (Chair), Lester Savage (Vice-Chair)Tara Mizrahi, Henry Liu, Gerry Howell, Donna Leary and Robert Phelan. Also present were Sarah Morrison (LexHAB Executive Director), Pearlene Varjabedian (LexHAB Housing Director), Regina Brown (Financial Administrator) Robert Pressman (Housing Partnership Board) and Janina Goerstein, Lexington Resident Minutes review of January 5,2022, Meeting A motion was made and seconded to approve January 5, 2022 meeting minutes and was approved by a roll call vote. Welcome to new Executive Director,Sarah Morrison Executive Director Update Sarah reviewed fundraising deadlines and upcoming events; strategic planning task force; need for updated website. • Dana Home Interim Report submitted, Dana Home RFP due March 1, CEL Lex Doing Good event April 30 • Strategic planning task force 3 -5 one hour sessions— members will be Lester Savage, Bill Kennedy, Donna Leary and Tara Mizrahi. Dates TBD. • Sarah has web designer who can create basic website. Donna Leary said Walpole Bank to donate $2K for website design and $150 for annual fee. Sarah will send thank you. Tenant Selection Plan Discussion • Henry Liu Reviewed modifying the minimum rent policy. Will be ready for the next monthly meeting. Will be more specific on minimum rent and transfer policy Vine Street Discussion Lester Savage provided an update on the proposed development at 116 Vine Street. • Conservation Committee Meeting reviewed. • Bill Kennedy discussed being late for the spring meeting proposal — need cost estimates. Colin Smith is working on it. • Town Meeting March 28 will include Vine Brook Presentation, needs to be pre recorded and submitted to Town. • Review of guidelines for CPA funding • Bob Pressman discussed sub committee wanting to increase the funds for projects. • Note efforts to maximize energy efficiency in each unit • LEXHAB will get back to CPC with revisions Upcoming Funding Opportunities • Dana Home- Noted that request should be at least$60k, up to $75k, for accessibility renovation of 3 bathrooms. Sarah will work with Regina and John to get estimates and financial info for proposal due March 1. Financial Review • Gerry Howell reviewed the P & L YTD Conflict of Interest Training • Bob Burbidge reminded all about mandatory "Conflicts of Interests"Training Arpa funds • Select Board allocated $315K for LEXHAB to purchase properties • $115K construction design for Vine Street • Doug Lucente Treasurer's office will be able to inform us how to get the funds TOWN TASK FORCE • Tara Mizrahi on Town Housing Task Force, researching options of establishing an Affordable Housing Trust or 501c3 organization dedicated to affordable housing (possibly LexHAB) —goal is to have a proposal to the Select Board by June Office Space • Noted that space is limited in office, but additional space upstairs isn't convenient for accessibility needs and expensive. Suggestion to remove conference table and set up another desk. In person board meetings can take place in a Town space when they resume. Motion to Adiourn Open Session The Chair moved to adjourn the Open Session and go into Executive Session to discuss strategy with respect to litigation as an Open Meeting may have a detrimental effect on the litigating position of the LexHAB and to discuss tenant matters that if considered in Open Session might adversely affect privacy rights of individuals. The motion was seconded. The motion was approved unanimously by a roll call vote. The next meeting has been scheduled for Wednesday, March 2, 2022 @ 4:OOpm via Zoom.
