October Z}., 1971, in the office of the Comptroller, Estabrook Hall,
Lexington. Present were Edward E. Furash, Chairman, Jack L.
Mitchell, Vice Chairman, Elizabeth M. Flynn, Secretary, Arthur T.
Bernier, J. Harper Blaisdell, Howard L. Levingston and Donald B.
White.
The Chairman informed the Committee of letters received. A Mr. Jo-
seph Gibson requested that student observers be admitted to our
meetings-since all meetings are open to the public, the Chairman
will advise Mr. Gibson that they will be most welcome when we have
moved to the new Town Office Building. A. second letter from the
Mystic Valley Health Association advised that their budget for 1972
will be increased and that they would like to have a representative
I-1 from our Committee attend a meeting on October 12. Members Leving-
stun and Blaisdell will attend.

Meeting was held at 8:35 P.M. with the Capital Expenditures Commit-
tee. Present were Chairman Kingston and Members Cogan, Daly, Silver-
man and Whitman.
Discussion was held as to C .E. ' s plans for 1972 and also their long-
range plans for possibly the next 5 years . Chairman Furash explained
that Appropriations looks to Capital Expenditures for the basic
philosophy behind the capital structure of the Town. C .F. should be
concerned with establishing a long range plan with fixed amounts in
certain areas . He stated that there is a general mood to rethink
the style of operating. He requested, when possible, a set of ground
rules from C .F. for sewers, land acquisitions, roads, etc .
C . E. Member . Cogan stated that his Committee looked to land acquisi-
tion as the critical project to preserve the character of the Town .
The Capital Expenditures Committee retired from the meeting at 9:45 P .M.
The next meeting night is scheduled for 7:30 P.M., October 18, 1971.
The meeting was adjourned at 10:00 P.M.
