The Appropriation Committee held a meeting at 7:30 P.M., on Monday,
August 16, 1971, in the office of the Comptroller, Estabrook Hall,
Lexington. Present were Edward E. Furash, Chairman, J. Harper
Blaisdell, Levi G. Burnell, Howard L. Levingston, H. Bigelow Moore,
Donald B. White and Richard M. Perry, Comptroller.
Meeting was held, at this time with members of the School Committee .
Present were John Maguire, Chairman, Frederick Frick and Vernon.-.
Page. Also present was Rudolph J. Fobert, Superintendent of Schools.
Mr. Maguire explained the long negotiating sessions that took place
between the LEA and the School Committee, which was represented by
Mr. MacInnes and their hired negotiator, Mr. Alan Miller. When a
stalemate was reached, a hired mediator, Mr. Arnold Zack was brought
tr in, The result was a 2 year contract, which is open at the end of
` one year for further salary negotiating.

Discussion was held on the following significant issues, as outlined
by the Chairman:
1) Conservation - scope of the program and bonding
2) School budget
3) Staffing needs of general Town government-
identification of programs
t} ) Recreation
5) Library
6) Vocational School
It was agreed that the problem in the 1972 budgets would be how to
juggle increased requests and still achieve the Tax Rate we want .
It was felt that there could be a possible $5. or $7. worth of re-
quests for projects that were stalemated last year.
The next meeting night is scheduled at 7:30 P.M., on September 27, 1971.
The meeting was adjourned at 9:30 P.M.

The Appropriation Committee held a meeting at 7:30 P.M. , on Monday,
September 27, 1971, in the office of the Comptroller, Estabrook Hall,
Lexington. Present were Edward E. Furash, Chairman, Jack L. Mitchell,
Vice Chairman, Arthur T . Bernier, J. Harper Blaisdell, Donald B. White
and Richard M. Perry, Comptroller.
The Committee discussed policy and guidelines for 1972 budgets .
The Comptroller advised the Committee of the following possible
Reserve Fund transfer requests:
1. Fire Dept.-Exp. engine burnt out on #2 pumper-had to
be rebuilt . 1500 gal . tank had to be
replaced on another engine-$5,100.
2 . Mtrd. mail-Exp . due to increase of 3339 in postal rates-
more money will be needed in 60 days .
The next meeting night is scheduled at 7:30 P.M., on October 4, 1971.
The meeting was adjourned at 9:10 P.M.
