The Appropriation Committee held a meeting/on Thursday, February 11,
1971, in the office of the Comptroller, Estabrook Hall , Lexington.
Present were Edward E . Furash, Chairman, Jack L. Mitchell, Vice Chair-
_ man, Elizabeth M. Flynn, Secretary, Arthur T. Bernier, J. H. Blais-
dell, Levi G. Burnell, Howard L. Levingston, Richard M. Perry, Comp-
troller and Donald B. White .
Meeting was held with members of the School CommittecRobert Farwell,
Chairman, Richard Eaton, Jack Maguire and Vernon Page and Superinten-
dent of School: Rudollh Fobert .
Chairman Furash reviewed his Committee' s position that $100,000.
could be cut from the School Expense budget and that 10 people or ap-
proximtately ; 40,000. could be cut from the Personal Service budget.
The pupil-teacher ratio has dropped and a cut of 10 people is not un-
realistic . In the expense budget special programs and new programs
L� could be eliminated.

Chairman Farwell explained salary budgets are still under negotiation
and could not be fully discussed, at this time . Chairman Furash
stated that any increases should be covered by the reduced budget since
if an increase is granted there will be an 11°9 increase, butif they
hold the line in negotiations a 3 increase will be made. He also
requested that a new budget, reflecting the reductions, be submitted
to his Committee . The School representatives retired from the
meeting at 10:30 P.M.
Discussion was held as to the method of treating possible raises in
the Police and Fire Departments, since thesd two budgets are still
in negotiation in collective bargaining.
The next meeting gigat is scheduled for Saturday, February 13, 1971.
The meeting was adjourned at 11:15 P.M.

The Appropriation Committee held a meeting at 9 :00 A.M., on Satur-
day, February 13, 1971, in the office of the Comptroller, Estabrook
Hall, Lexington. Present were Edward E. Furash, Chairman, Jack L.
Mitchell, Vice Chairman, Elizabeth M. Flynn, Secretary, Arthur T.
Bernier, J. H. Blaisdell, Howard L. Levingston, H. B. Moore, Richard
M. Perry, Comptroller and Donald B. White.
To date, if the current budgets are approved the 1971 tax rate
could be $63.70 rather than the 1970 rate of $65.
Meeting was held at 9:45 A.M., with the Board of Selectman and the

Town Manager. Chairman Furash reviewed the meeting with the
School .Department and explained the requests that his Committee had
made for reductions in the School budget. On the Town Government
Personal Services budgets, the Selectman have not acted on any re-
classifications or step increases. Town Manager O' Connell said
that he will not go along with the budgets as submitted, at this time .
The Warrant Articles were reviewed and the basic differences between
the Board and the Committee are in the areas of the budgets for the
School, sewers, conservation, sidewalks, Worthen Road construction,
Cary Library, the Harrington property and the photogrametric survey.
The Committee retired from the meeting and reconvened in the office
of the Comptroller, at 11:00 A.M., to formulate recommendations and
comments to be included in the Appropriation Report.

It was decided to keep $225,000. in E & D for 1971 instead of the
usual $125,000. in view of the possible expense for the Bowman
School roof repair.
The next mset'ing is scheduled for Monday, February 15, 1971.
