The Appropriation Committee held a meeting at 7:30 P.M., on Monday,
January 25, 1971, in the office of the Comptroller, Fstabrook Hall,
Lexington. Present were Edward F. Furash, Chairman, Jack L. Mitchell,
Vice Chairman, Elizabeth M. Flynn, Secretary, Arthur T . Bernier,
J. H. Blaisdell, Levi G. Burnell, Howard L. Levingston, H. Bigelow
Moore, Richard M. Perry, Comptroller, and Donald B. White.
The Chairman reported on his discussion with the Town Manager as to
the hope of the Committee that 5 could be reduced from submitted
budgets . Chairman Furash, also, reviewed the presentation of the
Library Trustees, on January 18th, with respect to the enlarging of
or the relocation of Cary Library.
1.0 As of this date, DPW budgets are not ready, with the exception of a
�..a few Personal Services .
U Acct #1775 - Law Fees - $33,000. - The Chairman would like more details
before the Committee votes this Account.
As of this date, on submitted budgets the sums are as follows:
1970 - $461,520. - was appropriated - $444,648. - was expended
1971 - $479,493. - requested. This is an increase of $35,000.
over 1970. Of this $4,000. is overtime,
personnel reclassification and one increase
in the M schedule.
Town Manager O'Connell joined the meeting at 10:00 P.M. Chairman
Furash explained the Committee 's concern that many major budgets
have not been received, that we are behind in our work, with a
deadline of our Report as February 15th, and that we do not have a
firm idea of the Town Manager' s position. TM O'Connell explained
the reason for delays as follows:
DPW - no wage demands as of this date-Exp. budget sent back
POLICE - under negotiation - budget must be seriously considered
FIRE - budgets on PS are complicated by the passing of the 42
hour work week and the ramifications therein. Knowledge
of the general direction to be taken is hoped for in a week.
Discussion was also held on Acct. #4150 - Fire - Expense,
with particular emphasis on the Public Safety and Fire
Alarm System requests.
Accts #1700-Group Insurance and #1750-Municipal Insurance-Workman' s
Comp. were discussed since the 1971 requests total approximately
036,000. over the actual 1970 expenditures. TM explained the areas
of and reasons for the increase.
The next meeting night is scheduled for Monday, February 1, 1971.
The meeting was adjourned at 11:30 P.M.
