HomeMy WebLinkAbout1970-12-29-AC-MIN.pdf 355 The Appropriations Committee held a meeting at 7:30 P .M. , on Tuesday, December 29, 1970, in the office of the Comptroller, Estabrook Hall, Lexington. Present were Edward F. Furash, Chairman, Jack L. Mitchell, Vice Chairman, Elizabeth M. Flynn, Secretary, J. H. Blaisdell, Levi G. Burnell, H. Bigelow Moore, Richard " . Perry, Comptroller and Donald B. White. Meeting was held at 7:30 P.M. with members of the School Committee, Robert Farwell, Chairman, and Jack Maguire, and Rudolph Fobert, Superintendent of Schools. Chairman Furash stated that the Appropriations Committee felt that the need for the Junior High School was perhaps, at this time, marginal? that they were concerned that approving schools, continuously, was establishing a budgeting pattern and committing the Town to a concept of building schools that, in a year of austerity, was perhaps not rational. He, also, stated that Appropriations would like to spend less on the School budget and to see more efficiency in the manner in which appropriated money is spent. The deletion of programs , such as French in the elementary grades, was discussed as a way in which to save funds. Chairman Furash stated that the preliminary School bud- get showing an over-all increase of 7.21, without any Personal Service figures, was too high. Both Chairman Farwell and Superintendent Fobert stated that the need for the Junior High School was immediate and that possibly with "built-in" increases in the salary scale the over-all increase in their budget could go as high as 9°!. Chairman Furash expressed the hope that by "sgpezing" money, wherever possible, the budget increase could be reduced from the estimated 7 .2'1. Meeting was held at 9:50 P.M. with Selectmen Chairman, Robert Cataldo and Town Manager Walter O'Connell. ARTICLE #4 - Chairman Cataldo explained that $750,000. would be needed to complete the sewer project on the Bedford line. The breakdown on fund participation is as follows : Air Force $ 80,000.-$100,000. Water Pollution Comm. 751-807 of balance Bedford determined by above Lexington 130,000. The Article requests the authority to proceed with the project. Money will be paid by the above to the Town, as work progresses . The possibility of bonding, for three years, Lexington' s share was discussed. Chairman Cataldo stated that, perhaps, the Selectmen will not request the $130,000. at the January Special Town Meeting. ARTICLE #6 - Town Manager O'Connell stated that $4,000. will be requested for the months of February and March to cover the addition of 2 temporary firefighters or for the equivalent over-time for the present force. The possibilities of and the problems of implementing the 4.2 hour work week were • Minutes of meeting held on December 29, 1970 - page 2 discussed, but will be explored and discussed at the next meeting. RESERVE FUND BALANCE - as of 7:30 P.M. - n $97,000. RESERVE FUND TRANSFERS: Acct. #3800 Police-Exp . s 4,p00. Acct. #5500 Snow Removal-Exp. 46,490. 74 Upon motions duly made and seconded, it was VOTED to approve the transfer of the requested amounts .
