Present were Edward E. Furash, Chairman, Jack L. Mitchell, Vice Chairman, Elizabeth M. Flynn, Secretary, Arthur T. Bernier, J. H. Blaisdell, Levi G. Burnell, H. Bigelow Moore, Richard M. Perry, Comp- troller and Donald B. White, and Howard G. Levingston. Chairman Furash stated that letters will be sent to Planning Board and to the Library Trustees relative to Appropriation' s recommendation to all Boards that there be a "belt tightening" on all expenses in their 1971 budgets. The Appropriations budget will be about the same as for 1970, but LChairman Furash expressed the hope that $100. could be cut somewhere . Meeting was held at 8:00 P.M. with the Capital Expenditures Committee . U Present were Carl Blake, Chairman, Van T. Boughton, John Cogan, Robert L.) Kingston and Lee Whitman. Discussion was held as to Appropriations philosophy of spending for 1971. If Town Meeting continues to add $5. to the tax rate, 1971 could bring a rate of $69. A S65. could be attained if departments "hold theline", qnd $800,000. is cut from the over-all budgets. To reduce the tax rate 01,500,000. will have to be cut. Chairman Furash expressed the hope that between $5,000. and 86,000.c4',41e, be cut from the Capital Expenditure' s budget. Th- Capital Expenditure' s Com- miftne retired at 9:20 P.M. RESERVE FUND transfers were discussed, but it was decided to wait on the Visiting Nurse request until a meeting with them could be held. White. Meeting was held at 7:30 P.T . with members of the School Committee . Present were Robert Farwell, Chairman, Elizabeth Clark, Richard Eaton, John Maguire, Vernon Page and Superintendent of Schools R. Fobert . Chairman Furash discussed the Appropriations Committee' s philosophy for budgets for 1971. He expressed the need for a moratorium on spending in view of the current financial picture and unemployment . s 6 Minutes of meeting held on November 16, 1970 -- page 2 A tax rate of 4162. could be attained if all 3oards and Departments cooperated in holding or cutting expenses. Style is the keyword- so much money is appropriated, deal with the situation and do with it as they see most necessary. In terms of people and expenses the largest department is the School . Appropriations recommends that they seriously consider cutting programs, reorientating staff this year, hold or reduce expenses, reorientate turn-over personnel' and hold to the 1970 budget or V, more. It is important for the Town to do this in 1971. Dr. Fobert and Chairman Farwell explained that there were problems . The price of fuel has increased and new fuel will have to be used to comply with anti-pollution regulations . The school lunch program does not pay for itself now, due to increase in food prices and the inavaila- bility of subsidized funds-cost is exceeding income-and funds must be found to continue this State regulated program, approximately 580,000. Salaries for 1971 have already been negotiated, so that contracts will have to be honored. In the salary budget for school and town non-cer- tified personnel' an effort will be made to "hold the line" . The School Committee retired from the meeting at 8:30 P.M. The next meeting night is scheduled for Monday, November 23, 1970. Meeting will be held with the Permanent Building Committee at 7:30 P.M. , and with the Visiting Nurses Association at 9:00 P.M. The following meeting night is scheduled for Monday, November 30, 1970. Meeting on that evening will be with the Library Trustees and with the Planning Board. The meeting was adjourned at 9 :10 P.M.
