June 15, 1970, in the office of the Comptroller, Estabrook Hall, Lexing-
ton. Present were Edward E. Furash, Chairman, Jack L. Mitchell, Vice
Chairman, Elizabeth M. Flynn, Secretary, Arthur Bernier, J. Harper Blais-
dell, H. Bigelow Moore, Richard M. Perry, Comptroller. and Donald White.
No requests for Transfer funds at this time . If the Town Treeasurer
should go out for a Bond issue before the Fall, Appropriations will re-
quest 5600. for the Moody report on the Town' s bond rating.
J. Blaisdell stated that he felt that now was the time to start thinking
in terms of holding the line on the School budget on a per pupil basis-
not add to the staff at a faster rate than pupil increase.
Charles F. Gallagher, Jr. , Chairman of the Recreation Committee, joined
• the meeting at 8:10 P.M. Discussion was held on vandalism at the "Res" .
,..� Fencing for the area in light of vandalism and the tragic drowning was
• discussed. The Selectmen and the Town Manager prefer to hold off until
• it is found if the water can be kept free of pollution. Chairman Fur-
C-) ash advised C . F. Gallagher that a request for Transfer of 950., voted
at Town Meeting, to light the Center pool was not necessary. The $950.
is included in the Recreation budget to use as they please. The sum
will be used for extra lifeguards at the "Res", since lighting of the
Center pool is not feasible . F. Furash requested a report from Rec-
reations as to how the "Res" is working out, once it is opened to the
public. Also, a meeting of the two Committees will be scheduled for
September or early October to discuss the Recreation budget. Chairman
Gallagher retired from the meeting at 9:10 P.M.
Meeting was held at approximately 9:30 P.M. with the School Committee
in the School Administration Building. Present were Chairman Farwell,
E. Clarke, J. Maguire, R. Eaton, V. Page and R. Fobert, Superintendent.
P. Furash stated that Appropriations will be working again on a 212122m
tion of the 1971 tax rate . This will be ready in the Fall, and austerity
will be the keynote . Appropriations will present a scenario of margins
and would appreciate the School Committee' s thoughts on projects such as
the amount of increase already built in. We want a better sense of the
turnover in teaching staff. It was requested that the School Committee
must take a real hard look at the financial picture and limit increase
and changes this year.
Bussing was discussed and Chairman Furash explained that the Town Manager
Act prohibits members of Appropriations serving on other formal Boards
and therefore the study of School bussing would have to be made by another
group.
Communications at time of budgeting was discussed and Chairman Furash
requested that this year interim involvement with the budget could be had,
before the School budget was presented as a complete package.
Vandalism at schools and protection was discussed. Chairman Farwell will
forward their monthly report, itemizing occurences, to Appropriations.
Appropriations retired to the Comptroller' s office at 10:10 P.M.
The agenda for the meeting with the Town Manager, on July 24, 1970, was set.
The meeting was adjourned at 10:40 P.M.
