HomeMy WebLinkAbout1970-01-17-AC-MIN.pdf 3 The Appropriations Committee held a meeting with the Board of Select- men, at 8:30 A.M., on Saturday, January 17, 1970, in the Selectmen's Room, Town Office Building, Lexington. Members present were Chairman, Robert M. Gary, Vice Chairman Edward E. Furash, Comptroller Richard M. Perry, J. H. Blaisdell, Levi G. Burnell, Jack L. Mitchell, H. Bigelow Moore, Donald B. White and Louis A. Zehner. Selectmen present were Robert Cataldo and Roland Greeley and Executive Assistant to the Select- men Albert Gray, Jr. and Town Manager William O'Connell. Discussion was held on budgets as follows: it Acct. #10 0 - amount of constable service and increase in dues Acct. #1065 - best estimate of anount to set up and run office Acct. #1075 - agreed on $8,000. with $1,400. coming out of Acct. #1150 (part-time help) Acct. #1135 - agreed on $4,400. out-of-state travel, with Town Manager to administer Acct. #1146 - tabled pending Selectman Mabee' s explanation Acct. #1150 - questioned use of fees for assistant, position in M schedule and transferred part-time clerk to clerical pool Acct. #1600 - agreed on maintaining a summer help planning intern, S-7-C for clerk and not approving senior planner. New Senior Engineer to help in planning areas. Aect. #1775 - question was raised by Appropriations as to what a full time counsel would cost the town Acct. #1900 - Selectmen budgeted on basis of !k elections, (primary, town election, special Town Meeting and state election) . They say that the Warrant will be heavy, possibly 120 Articles and the cost of printing will be considerable . Acct. #2000 - Selectmen agreed on $99. for 3 registrars, not $150. New budget total of $5,600. agreed upon. Acct. #2 60 - a reed on 1,100. budg�t_ cc - op ons proposed a total budget of $46,000. The Selectmen agreed to drop from requested $48,020. to $47,000. if Appropriations came up to this figure. Will be discussed seperately. Acct. #2 8O - Selectmen proposed $3,800. for Senior Citizens in this Recreation budget, Appropriations proposed $2,500. Agreed to consider $30000. as an alternative and report back to each other Acct. #2500 - discussed assistant's fee Minutes of meeting held on January 17, 1970 - Page 2 Acct. #2650 - discussed step in S-18 that Collector is to be placed Acct. #2935 - amount proposed is $2,L00. Appropriations. suggested -- an amount of $2,000. and Selectmen reluctantly agreed, but stated they will try to keep number of copies made to a minimum, and if more money is needed, they would be 'requesting funds from the Reserve Fund Acct. #2950 - discussed requests of Assessors to raise Chairman to $3,400. and other assessors to $2,700. per year, The Selectmen have agreed on $3,000. for the Chairman and 0,500. for the other assessors. M-5 realignment of Assistant Assessor Cronin. Appropriations to discuss. Agree to keep S-6-F clerk as is and reclassify S-1-F clerk to S-3-F Acct. #3025 - Appropriations suggested $100. in place of $1,000. re- quested. Selectmen say $1,000. is needed for 1970 Appellate Tax Board meeting coming up this year and special help in possible new motel assessments Acct . #3?5,22 - discussed Agent' s fee Acct. #3222 - Selectmen agreed on $9,500. budget Acct. #3400 - Selectmen agreed on new $125. per month for animal inspector. Appropriations to discuss Acct. #3750 - discussed crossing guard increase from $165. per month to $180., amount of Special duty and the Select- men are to discuss making a Traffic Captain in 1970 Acct. #3$00 - discussed completeolice expense budget for which they recommend $73,415. Appropriations suggested $69,000. - no agreement Acct. #3900 - open Acct. #4050 - agreed on $1,200. budget Acct. #`4100 - discussed total budget, approving Senior clerk re- classification to S-7-D Acct. #4150 - Selectmen approve budget of $43,990., whereas Approp- riations suggest $41,600. Both to review Acct. #4300 - discussed question of promoting a part-time person and the fact that 2 people are working one permanent spot on a part-time basis Acct. #4360 - agree on $500. budget Acct. #4900 - will try to maintain same number of overtime in 1970 -- as were approved in 1969 Minutes of meeting held on January 17, 1970 - page 3 Acct. #4950 - question S-20-D reclassification. Appropriations suggests S-20-C Acct. #212 - agree to include $500. for roof repairs but to cut out floor machine item of $700. New budget agreed at $26,300, Acet. #5 00 - Selectmen do not want cut of $40,000. in resurfacing, they intend to put out one large contract in the spring. Acct. #5500 - Selectmen to review Snow budget Aect. #5550 - agree on $8,000. budget Acct. #5850 - Selectmen do not go along with $3,000. cut in beauti- U fication - must do planting in 1970 Acct. #5900 - Appropriations suggests $37,000. Selectmen recommend $38,000 - no agreement Acct. #6000 - Appropriations must reconsider due to addition of $6,680. to budget for recreation equipment Acet. #6100 - both Committees to reconsider because of the increase in equipment rental Acct. #6150 - both Committees to reconsider because of the increase in equipment rental Respectfully submitted, Richard M.
