The Appropriations Committee held a meeting at 7:45 P.M., on Monday,
November 3, 1969, in the Comptroller' s Office, Town Office Building,
Lexington. Members present were Robert M. Gary, Chairman, Edward E .
Furash, Vice Chairman, Elizabeth M. Flynn, Secretary, Levi G. Burnell,
J. Harper Blaisdell, Jack L. Mitchell, Richard M. Perry, Comptroller
and Donald B. White .
The Chairman presented the following request for transfer:
Acct . ;1125 $1000. Fire & Police Medical
to pay X475. medical bill
for injured fireman and
e—I subsequent bills
1-1 Upon motion duly made and seconded, it was unanimously VOTED to transfer
U $1000. The Reserve balance now is about 176, 000.
Chairman Gary, in anticipation of upcoming budget meetings with depart-
mental heads, suggested that the big accounts, such as Fire, Police,
Public Works and Selectmen, be invited in first. Hopefully, all but the
Selectmen might be interviewed by the end of December. Members of the
Committee will be assigned to specific departments and prior to the
interview may examine last year' s budget, examine the current budget re-
quest, go to the Department head if so chooses and the week before the
actual interview Appropriations can discuss the matter and prepare ques-
tions .
The next meeting night is scheduled at 7:45 P.M. , on Monday, November 10,
-- 1969, in the Comptroller' s office .

The Appropriations Committee held a meeting at 7:14.5 P.M. , on Monday,
November 10, 1969, in the Comptroller' s Office, Town Office Building,
Lexington. Members present were Robert M. Gary, Chairman, Edward E.
Furash, Vice Chairman, Elizabeth M. Flynn, Secretary, Levi G. Burnell,
J. Harper Blaisdell, Jack L. Mitchell, H. Bigelow Moore, Richard M.
Perry, Comptroller, Donald B. White and Louis A. Zehner.
Comptroller Perry advised that as of this due date ( 11/10) , 75/ of the
Budgets had been submitted. Others are to come in by November 12.

The meeting adjourned at 8:45 P.M. to meet in Executive Session with the
Board of Selectmen in the Selectmen' s Room. Selectmen present were
Robert Cataldo, Chairman, Fred Bailey, Roland Greeley, Allan Kenney, and
Irving Mabee . Also present were Donald Legro, Town Counsel and Albert
Gray, Executive Assistant to the Selectmen.
Chairman Gari noted that the Selectmen ' s Expense Budget had not been
submitted to the Comptroller. and that most Departmental Personal Ser-
vices Budgets had not been submitted. Selectmen Chairman Cataldo stated
that their Board would discuss the Personal Service Budget this evening
and would get a copy to the Appropriations Committee before November 17 .
Chairman Gary advised that in a Pro Forma prepared for the School Com-
mittee, based on past trends, the 1970 tax rate would be about i-p66 .
E . Furash stated that Appropriations is requesting Departments to try
to keep within bounds and that no new programs of any length be started
in 1970. He stated that even to keep up with regular programs will
probably be costly .
The meeting with the Selectmen was adjourned at 9:20 P.M.
The next meeting night is scheduled at 7 :45 P.M., on Monday, November 17,
1969, in the Comptroller' s Office, Town Office Building. Adjourned
Executive Session is scheduled at 9:00 P.M., on this evening with the
Board of Selectmen, in the Selectmen' s Room, Town Office Building.
The meeting was adjourned' at 9:30 P.N.
