The Appropriations Committee held a meeting on Monday, September 29,
1969, at 7:45 P .M., in the Comptroller' s Office, Town Office Building.
Members present were Robert M. Gary, Chairman, Edward E . Furash, Vice
Chairman, Elizabeth M. Flynn, Secretary, J. Harper Blaisdell, Levi G.
Burnell, Jack L. Mitchell, Richard M. Perry, Comptroller and Donald B .
White .
At approximately 8:00 P.M. Selectmen Robert Cataldo, Chairman, Fred
Bailey, Allan Kenney and Irving Mabee joined the meeting along with
Logan Clarke, Jr. , Chairman of the School Committee.
GREY NUNS PROPERTY
Cataldo-stated that the Selectmen were unanimously agreed that a
study of the Grey Nuns property should be made and he wished
to have put on record that they were also unanimously agreed
that $2500. should be transferred from the Reserve Fund
Clarke-stated that the School Committee joins the Selectmen in
wanting outside study to evaluate if the property is or is
not an opportunity for the Town
Gary-questionned are they interested only as a school building
Clarke-stated that the property is an opportunity the Town should
have a hard look at
Kenney-stated that the value of acquiring the school at its pre-
sent asking price is not sensible, but the study would get a
judgment of how much it would cost for a satisfactory
elementary school
Gary-asked should the Town acquire the property whether there is
the need for another elementary school or not
Cataldo-said he cannot say. They want professional advice as to
the proper price tag on the building. It is a business venture

wilding and nothing else
Cataldo-asnwered Yes . The main evaluation is for a school
although the Selectmen feel there is not a need for an
elementary school now.
Gary-asked if a study is justified which might lead to purchase
for an elementary school. Would a new school hasten the
phasing out of three schools when, at present, a new elemen-
tary school is not planned until 1974
Cataldo-asked what price should be paid for the school
Clarke-said that the nuns have been patient with respect to
waiting for the Town to decide
Cataldo-stated that in fairness to the Grey Nuns a decision
should be made, but, what price shall be offered to them.
There is a. need to find out.

Clarke-stated that outside counsel is needed to emphasize if it
is an opportunity or not . Could it be enlarged to the size of
Bridge and Bowman? Could extra land be acquired? The public
is entitled to have a professional estimate to evaluate if it
would be a good workable school for the Town.
Gary-questionned if it is fair to the taxpayers to crank into
motion another elementary school whether there is need for it
or not.
Nhite and Blaisdell-asked what will the $2500. study do for us .
Cataldo-stated that there will be no further requests for study
money whether purchase is made or not
Clarke-stated that he has no burning desire to buy the building
Cataldo-said that reimbursement can be had for purchase by a
Special Legislative Bill
Chairman Gary stated, at this time, that he had been misquoted
in the Minute Man as follows "administrative action is holding up
the Personnel Board" . He had not made the statement at the meeting
of the Appropriation Committee with the School Committee .
The meeting with the Board of Selectmen closed at 8:45 P .M.

Upon motion duly made and seconded, it wgs unanimously
VOTED to transfer the amounts requested.
The next meeting night is scheduled at 7:45 P.M., on Monday,
October 6, 1969, in the Comptroller' s Office, Town Office Building.

Vice Chairman Furash presented preliminary figures on the Pro Forma
requested by the School Committee . D. Perry' s Tax Rate Comparison and
Estimation were also presented and referred to. 1E. Furash projected
