The Appropriations Committee held a meeting with the School Committee,
at 7:45 P .M. , on Monday, September 22, 1969, in the School Committee
Room of the School Administration Building. Members present were
Robert M. Gary, Chairman, Edward F. Furash, Vice Chairman, Elizabeth .
Flynn, Secretary, J. H. Blaisdell, Levi G. Burnell, Jack L. Mitchell,
H. Bigelow Moore, Richard M. Perry, Comptroller, Donald B. White and
Louis P. Zehner.
PERSONNEL, BOARD
.T.22=_212. 2.1_11-E1.0 rkChairman of the School Committee stated that
he had read the memorandum from Appropriations with respect to
the establishment of a Personnel Board and that he felt points
more applicable to school operation were not covered. The
School Committee is interested in conserving expenses and al-
locating personnel resources . With respect to non-certified
personnel there are about 125 people and at present there is

a personnel man to oversee policies and maintain comparable
salaries with other Town employees . This set up has a good
working relationship and seems to function well.
Gary-questionned if fringe benefits were available to non-certi-
fied school and town employees . A Personnel Board would be
equipped to look at inequality in comparable positions . The
Appropriations Committee is not equipped to set standards .
Fobert-there is not significant difference between town and
school custodians .
Gary-stated that at this point the Selectmen will impliment the
Personnel Board or Town Meeting will adopt a more formal Per-
sonnel Board or a more disciplined formal approach. Perhaps
such a Board is not germain to the School Department. The
Selectmen now have an ad hoc salary study committee working.
Clarke-would it be helpful if the School Committee appealed to
the Selectmen to pursue the Personnel Board?
Furash-suggested a note of consideration
PRO FORMA
Clarke-is it forthcoming?
R. Perry and E . Furash are working on it and hope to have it
within two weeks .
GREY NUNS PROPERTY
Clarke-consensus of the meeting with the Selectmen to get an
architect to look at the site and make preliminary drawings and
a study to determine if its purchase, with additions, would be
good for Town economy.

Gary-felt it important that at that meeting no commitments
were made for the Appropriations Committee by him. The
requested transfer from the Reserve Fund for the study met
requirements but that did not necessarily mean approval by
himself or the Committee .
Clarke-the request for $2500. from the Reserve Fund would be made .
Gary-reauested that the School Committee pass on to the Permanent
Building Committee the feelings of Appropriations on the
A2500. for the study.
BUSSING
Clarke-a study of school bussing was requested two years ago.
Bussing is the largest increase in the School budget and is a
critical problem. He would appreciate help from Appropriations .
Gary-requested a study of different towns who have their own
bussing equipment .
JUNIOR HIGH
Clarke-advised that architects were being consulted and inter-
viewed by the PBC
Gary-questionned had the School Department, in writing, to PBC as to
progress
Clarke-answered in the negative
Gary-auestionned if the School Department had suggested any
changes to PBC
Clarke-stated that the School Department had requested a Junior
High with a 900 capacity with flexible grouping of students .
The educational specs are the same and he hopes the structure
will be held to 120,000 square feet
Gary-felt there is a need in the mandate for a redesign reflec-
ting economies .
Clarke- stated there is a lot of work to be done and a special
Town Meeting in January would be up to PBC
Chairman Gary invited the School Committee to meet with the Ap-
propriations Committee and the meeting with the School Committee was
closed at 8:45 P.M.
Appropriations reconvened in the Comptroller' s Office and upon
motion duly made and seconded, it was unanimously VOTED to congratu-
late Louis Zehner, as Chairman of the Town Report Committee, on the
Town Report being awarded First Prize for last year.
Chairman Gary stated that perhaps a copy of the Minutes of the

Continuation of minutes of September 22, 1969 meeting
Permanent Building Committee, if available, should be requested.
Also, from the School Department a report should be requested on the
current Kindergarten and First grade enrollment .
The meeting was adjourned at 9:45 P.M.

The Appropriations Committee held a meeting on Monday, September 29,
1969, at 7:45 P.M., in the Comptroller' s Office, Town Office Building.
Members present were Robert M. Gary, Chairman, Edward E . Furash, Vice
Chairman, Elizabeth M. Flynn, Secretary, J. Harper Blaisdell, Levi G.
Burnell, Jack L. Mitchell, Richard M. Perry, Comptroller and Donald B.
White .
At approximately 8:00 P.M. Selectmen Robert Cataldo, Chairman, Fred
Bailey, Allan Kenney and Irving Mabee joined the meeting along with
Logan Clarke, Jr. , Chairman of the School Committee.
GREY NUNS PROPERTY
Cataldo-stated that the Selectmen were unanimously agreed that a
study of the Grey Nuns property should be made and he wished
to have put on record that they were also unanimously agreed
that $2500. should be transferred from the Reserve Fund
Clarke-stated that the School Committee joins the Selectmen in
wanting outside study to evaluate if the property is or is
not an opportunity for the Town
Gary-questionned are they interested only as a school building
Clarke-stated that the property is an opportunity the Town should
have a hard look at
Kenney-stated that the value of acquiring the school at its pre-
sent asking price is not sensible, but the study would get a
judgment of how much it would cost for a satisfactory
elementary school
Gary-asked should the Town acquire the property whether there is
the need for another elementary school or not
Cataldo-said he cannot say. They want professional advice as to
the proper price tag on the building. It is a business venture
